TERMS OF REFERENCE: TEMPORARY EMPLOYEE

Post Title: Programme Officer
Duty station: Geneva
Team: Policy
Purpose of assignment: Analyse to inform development of appropriate, evidenced based policies to guide GAVI’s investments and improve GAVI's efficiency as a results-based financing agency.
Duration: Asap to 30 June 2012
Reports to: Director of Policy

Specific deliverables and dates:
Policy Development
• Assist in the preparation of concept papers, policies, frameworks, summary documents and reports;
• Conduct literature reviews in areas relevant to vaccines and global health;
• Perform rigorous analysis of immunisation, economic and demographic longitudinal data sets relevant to GAVI’s operations;
• Scope new and innovative pieces of policy research relevant to vaccines and global health;
• Progress specific policy analyses for Board consideration, including: vaccine introduction grants, environmental policy and co-financing incentives. Lead analysis on other topics as they arise.
Constituency and stakeholder Coordination
• Organise stakeholder consultations;
• Synthesise feedback from constituencies and stakeholders.
Administrative/documentation support
• Contribute to agenda setting and managing organisation and documentation for steering committees, task teams, seminars, meetings and conferences associated with the Policy & Performance Team;
• Prepare documentation, recording of minutes and follow up actions;
• Prepare background documents and analysis;
• Draft reports and presentations.

Qualifications required:
Academic:
University Degree in Public Health, Health/Development Economics, Epidemiology or equivalent.

Work experience:
• Minimum of 5 years experience working in development or global health, possibly in a developing country;
• Knowledge of the vaccine industry and/or country vaccination programmes an advantage.



Skills/competencies:
• Competency in health economics analysis;
• Demonstrated ability to deliver high quality, accurate work within tight deadlines;
• Experience with qualitative and quantitative analysis methods;
• Excellent writing and analytical skills;
• Strong interpersonal skills and ability to work collaboratively with colleagues from a wide range of disciplines and backgrounds;
• Good knowledge of institutional or organization policies, systems and procedures;
• Ability to work in a multi-cultural environment;
• Tact and discretion;
• Good Computer skills (MS Excel, other MS Office applications.).


Languages:

Fluent in English; other languages desirable.
