Baseline Data Collection for UN Women’s Strategic Plan Results

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The first UN Women strategic plan, 2011-2013, sets out the vision, mission and priorities of the organization in supporting Member States and the United Nations system. The plan is driven by a longer-term vision, goals and results to 2017, and it will be reviewed in 2013. In line with the results frameworks of other United Nations organizations, the UN-Women unified results framework contains three interrelated components:
  • Development Results Framework (DRF);
  • Management Results Framework (MRF);
  • Integrated Resources Framework (IRF).
The (DRF) of the Strategic Plan includes substantive goals, outcomes and outputs that UN-Women programmes and services will support. There are 6 inter-linked strategic plan goals with a total of 14 indicators to measure progress and 29 outcomes with 55 indicators and related targets. The MRF includes four output areas with a total of 45 indicators.
Over the next 4 months, UN Women will be focusing on collecting, validating and organizing baseline data to track progress. UN Women staff in country and sub-regional offices, as well as in New York, will be involved in this process. UN Women seeks services of a consultant who will report to the Programme Advisor, Programme Support Division. The consultant will work closely with thematic advisors at the HQ and the staff in the field offices to refine the current results framework, assist with finalizing data collection, and provide help desk support to the different UN Women offices and sections involved in collecting baseline data.

Duties and Responsibilities

The overall objective of the assignment is to provide technical support to UN Women offices both at HQ and the field to finalize baseline data for the new Strategic Plan. The consultant will support the process from devising the methodology to assisting UN women offices and units during the actual data collection process. The task includes a review of the Strategic Plan results frameworks including goals and outcomes and their corresponding indicators and targets. It also includes a clear mapping of steps involved in gathering baseline data, guiding the methodology for data collection and identification of sources of information. The consultant also provides substantive input to develop technical notes associated with each indicator.

Deliverables:

  • An elaborated work plan that includes timeline and a proposed outline and methodology for completing the collection, validation and assembly of baseline data;
  • Revised development results framework (DRF) and management results framework (MRF) that facilitates tracking and reporting on progress;
  • Production of Technical Notes for all indicators;
  • Compilation of baselines where needed using existing sources;
  • Timely and high quality technical / help desk support to UN Women offices and units during data collection process.

  • Proven ability to work under pressure and produce output that are accurate, timely and of high quality.

Required Skills and Experience

Education:
  • Advanced university degree (Master's degree or equivalent) in International Development, Gender or related area.
Experience:
  • Minimum 10 years of experience in the area of results based management, monitoring or baseline data collection;
  • Professional work experience related to gender equality and women's human rights;
  • Demonstrated experience of working with global, regional and national data on gender equality and women's empowerment;
  • Professional experience in devising data collection methodologies for international organizations including UN bodies is an asset.

Language:

  • Fluency in English is required;
  • Knowledge of at least one additional UN language will be an asset.
Duration and Remuneration:
The duration of the contract will be for about 60 days during the period 1 Sep to November 15, 2011. Remuneration will be based on consultant's qualification and years of experience. The payment will be made upon satisfactory completion of all tasks in the assignment, and submission and approval by UN Women of final deliverables.
