Organizational Context
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialised United Nations agency dedicated to eradicating poverty and hunger in rural areas in developing countries. It does so by financing projects and programmes that increase agricultural productivity and raise rural incomes, and by advocating at local, national and international level for policies that enable poor rural people to overcome poverty.

The Resource Mobilization and Partnership Office (RMPO) is responsible for the coordinating mobilization of regular resources through the tri-annual Replenishment process, the mobilizing and managing of supplementary funds, and facilitating the establishment of Trust Funds, co-financing of programs and projects toward achieving IFAD’s mandate. In the context of IFAD’s phased reconfiguration initiated in December 2009 and December 2010, IFAD has restructured its approach to resource mobilization by establishing RMPO under the general oversight of the President. The objective of the reconfiguration of the RMPO is to ensure that IFAD has an organizational structure and resources that are capable and empowered to deliver on IFAD’s Strategic Framework and Business Model, which call for a rapid expansion of co-financing of IFAD’s programme of loans and grants, both in terms of volume and sources of resources to meet the increasing demand by its beneficiary members states.

In the Phase II of the Reconfiguration ( PB/2010/14 in January 2011), the North American Liaison Office (NAL), the Arab Gulf States Liaison Office (AGL), and the Replenishment Secretariat (RES) will report to a Senior Adviser, RMPO. Thus, the Sr. Adviser heads RMPO and reports to the President or his designate. Under the supervision of the Sr. Adviser and working closely with the relevant departments and divisions of the Fund, particularly with the Office of the Strategy and Knowledge Management (SKM) and the Office of the Legal Counsel (LEG), the Lead Resource Mobilization Officer will be responsible for the ensuring that IFAD’s relationships with members countries are maintained and strengthened, particularly among donor countries at all levels, private and non-state sector partners, and foundations.

Particular emphasis will be placed on ensuring the strategic mobilization and allocation of resources by assisting the Country Programme Managers (CPMs) in negotiating with donors and in disseminating information concerning IFAD’s strategic priorities, opportunities and value addition of co-funding with IFAD, as well as the impacts of IFAD’s programmes. As part of the RMPO, the Lead Resource Mobilization Officer will be required to conceptualize new and innovative models for cofinancing initiatives, striving to expand financing possibilities for IFAD’s mandate. The Lead Resource Mobilization Officer contributes to IFAD’s outreach programme, in support of the Senior Advisor, supported by the Supplementary Funds Officer and by the Private Sector and Foundations Officer; develops and maintains functional relationships with all donor authorities at many levels; and proposes and implements IFAD’s strategies to expand resource mobilization opportunities contributions, and supplementary funding.
Duties and Responsibilities
The assignment of the Lead Resource Mobilization Officer will include, but not be limited to, the following responsibilities:

(i) Conduct policy analysis for the development of new and innovative resource mobilization strategies and concepts for expanding the resource base of IFAD, accounting for the IFI framework, UN relations, and other comparative advantages of IFAD,

(ii) Develop and maintain effective relationships with all donor partners, at all levels, including with the non-state sector, providing guidance to internal clients for expanding productive and results-focused partnerships;

(iii) Develop and deliver outreach strategies, aimed at advancing IFAD’s resource mobilization goals and partnerships; and develop and manage RMPO’s web site to ensure an visibility, efficient and transparent processes using web and IT applications;

(iv) Supervise and facilitate administration of cofinancing resources, including processing proposal for approval, ex-post reviews, reporting, and providing administrative support, as required;

(v) Manage administrative processes of the RMPO, as assigned, including undertake responsibilities of a budget holder, as required;

(vi) Undertaking any other duties, responsibilities and assignments assigned.
Education and Experience
• Advanced university degree in development studies, economics, international relations, business administration or finance related studies or any other relevant subject is essential.
• Further complementary post graduate training or advanced professional qualification in any resource-mobilization related discipline would be an asset.
• Minimum of 10 years of progressively responsible experience in resource mobilization in the international arena, with the last five years in results-seeking assignments with a strong focus on relationship management, identification of pioneering instruments for cofinancing, and maintenance of a high-volume, dynamic, and functional relationships.

• Excellent written and verbal communication skills in English, including the ability to set out a coherent analysis in presentations. Working knowledge of another official language of IFAD (Arabic, French, Spanish) would be an asset.

• Able and competent presenter as well as a positive influencer of others.
