| Duration of Assignment |  | 3 years fixed term (subject to renewal) |  | Organizational Context |  | The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialised United Nations agency dedicated to eradicating poverty and hunger in rural areas in developing countries. It does so by financing projects and programmes that increase agricultural productivity and raise rural incomes, and by advocating at local, national and international level for policies that enable poor rural people to overcome poverty.
The Resource Mobilization and Partnership Office (RMPO) is responsible for the coordinating mobilization of regular resources through the tri-annual Replenishment process, the mobilizing and managing of supplementary funds, and facilitating the establishment of Trust Funds, co-financing of programs and projects toward achieving IFAD’s mandate. In the context of IFAD’s phased reconfiguration initiated in December 2009 and December 2010, IFAD has restructured its approach to resource mobilization by establishing RMPO under the general oversight of the President. The objective of the reconfiguration of the RMPO is to ensure that IFAD has an organizational structure and resources that are capable and empowered to deliver on IFAD’s Strategic Framework and Business Model, which call for a rapid expansion of co-financing of IFAD’s programme of loans and grants, both in terms of volume and sources of resources to meet the increasing demand by its beneficiary members states.
In the Phase II of the Reconfiguration ( PB/2010/14 in January 2011), the North American Liaison Office (NAL), the Arab Gulf States Liaison Office (AGL), and the Replenishment Secretariat (RES) will report to a Senior Adviser, RMPO. Thus, the Sr. Adviser heads RMPO and reports to the President or his designate. Under the supervision of the Sr. Adviser and working closely with the relevant departments and divisions of the Fund, particularly with the Office of the Strategy and Knowledge Management (SKM) and the Office of the Legal Counsel (LEG), the Private Sector and Foundations Resource Mobilization Officer will be responsible for the development and management of a programme and a range of activities to mobilize resources and maintain partnerships with private sector partners and foundations, including generate private-public partnerships to support IFAD’s mandate. The Private Sector and Foundations Resource Mobilization Officer has a front line role for ensuring strategic mobilization and management of the mobilized resources, reviewing and clearing projects submitted for IFAD’s consideration for private sector and foundation’s financial support, ensuring sound administrative management, and reporting.
Particular emphasis will be placed on ensuring strategic mobilization and allocation of resources from the private sector and foundations by assisting the Programme Managers in the negotiating with partners and the Country Portfolio Managers (CPMs) in mainstreaming private sector resource mobilization in regional strategic priorities. As part of the RMPO, the Private Sector and Foundations Resource Mobilization Officer will be also required to develop and maintain functional relationships with the private sector partners, corporations, funds and foundations in all regions and at all levels; advise and guide liaison with these partners by the Executive Management; and initiate and develop deeper and broader private sector partnerships with the objective of expanding IFAD’s resource base and private sector networks; as well as to establish an enabling environment for private sector and foundation’s contributions to core and supplementary funding. |  | Duties and Responsibilities |  | The assignment of the Private Sector and Foundations Offices will include, but not be limited to, the following responsibilities:
(i) Review policies for development of strategies for mobilizing private sector and foundations’ resources for IFAD’s mandate, ensuring a cutting edge, innovative, and pragmatic co-financing operations with the private sector and foundations, continuously improving funding possibilities and formulating new opportunities for private sector collaboration to attract private sector participation and private-public partnerships, preparing invitations for financing from commercial/market sources, evaluating opportunities, and negotiating funding arrangements to expand IFAD’s financing options;
(ii) Promote, advocate, and communicate for increased support of the private sector and foundations for IFAD and smallholder agriculture and rural development taking into account IFAD’s Strategy Framework and Programme of Work, setting clear quantitative targets to evaluate for results-focused private sector partnerships capable of supporting IFAD’s mandate and resource mobilization goals;
(iii) Assist the Programme Management Department (PMD), particularly Directors and Country Programme Managers mainstream partnerships with the private sector and foundations, facilitating consultations and coordination between PMD and private sector partners, and tracking progress under engagement strategies ;
(iv) Drive advocacy for a greater access for IFAD to private sector resources; ensuring Executive Management Committee engagement with partners from the private sector and foundations, and represent IFAD, as a focal for partnerships with private sector and foundations, developing and maintaining collaboration and partnership with officials of relevant institutions to interact on issues of mutual interest; and develop outreach strategies and manage the private sector and foundations’ section on RMPO’s web site to ensure visibility of the partnership with private sector and foundations;
(v) Supervise and facilitate administration of resources from the private sector and foundations including process proposal for approval, undertake ex-post reviews, report to partners, and provide administrative support, as required; and
