Evaluation of Raising Poor and Marginalised Women's Voices in Liberia Project

‘Raising Poor and Marginalised Women Voices in Liberia’ is a project that was developed as an intergral part of the global governance and transparency programme funded by DfID on ‘ Raising Her Voice.’ The programme aims at promoting rights and developing the capacity of grassroots women to engage effectively in governance.

As part of a larger organisational undertaking to better capture and communicate the effectiveness of its work, Oxfam GB desires to assess the effectiveness to date of the ‘Raising Poor and Marginalised Women Voices in Liberia’ project that aims at promoting the rights and develop capacity of grassroots women to engage effectively in governance.

This evaluation will use a predefined qualitative research protocol, Process Tracing, to assess the extent to which: a) the changes around engagement of poor and marginalised women in governance issues in Liberia that the ‘Raising Her Voice’ project is seeking have taken place; and b) we can evidence that the project contributed to these changes. Guidelines outlining the core evaluation protocol have been prepared, and Oxfam GB is seeking an experienced external evaluator to lead on the implementation of this methodology. The evaluation will be overseen and supported by one of OGB’s Global Monitoring, Evaluation, and Learning advisors.
