SR. TECHNICAL ADVISOR, MONITORING & EVALUATION

CARE is seeking an experienced Senior Technical Advisor for Monitoring and Evaluation (STA) to work with the Supporting Access to Family Planning and Post-Abortion Care in Emergencies (SAF-PAC) Initiative which aims to reduce both unintended pregnancies and deaths from unsafe abortion during emergencies. The SAF-PAC Initiative will achieve these overarching goals by fulfilling two strategic objectives: 1) improving coverage, quality and utilization of reproductive health services in emergencies, and 2) increasing CARE’s organizational leadership and capacity to support and sustain these services. SAF-PAC funding will allow CARE to integrate these essential services into its response to acute and protracted emergencies, with an initial focus on three countries with critical needs: Democratic Republic of the Congo (DRC), Chad and Pakistan. The SAF-PAC initiative will work closely with the Sexual Reproductive and Maternal Health Team (SRMH) and Emergency Humanitarian Assistance Unit in CARE US as well as with the CARE Emergency Group (CEG) based in Geneva at CARE International Secretariat.
The STA will be responsible for developing and implementing a monitoring and evaluation plan for the SAF-PAC Initiative in CARE headquarters, DRC, Chad, and Pakistan. The STA will be responsible for identify current and existing monitoring and evaluation systems and modifying or adapting them to support the tracking and analysis of the indicators and measurement metrics for SAF-PAC. The STA will work with country office monitoring and evaluation officers to identify relevant indicators and develop the necessary tools to collect and record data. The STA will also oversee and support the analysis and interpretation of data and articulate key findings to partners, in donor reports and other publications.
The STA will lead development and implementation of high quality M&E systems for all SRH programming in emergency responses and will ensure the data is used for programming as well as for documentation of lessons learned and promising practices for integration of SRH into CARE's emergency responses.
The Sexual Reproductive and Maternal Health (SRMH) Team provides global technical leadership, fosters organizational learning, engages and maintains strategic global partnerships and advocates for continued work in SRH as a crucial link to CARE’s mission and vision. It works primarily in five technical priority areas: 1) strengthening family planning programs to better serve their communities, 2) strengthening maternal health programs to better serve their communities, 3) systematically integrating gender equity and sexuality into SRH programs to increase acceptance and use of SRH information and services, 4) demonstrating SRH impact through community involvement and 5) integration of comprehensive SRH into CARE’s emergency response.
Responsibilities
· Overall responsibility for M&E of the SAF-PAC project
· M&E support to Emergency SRH programming
· Contribute to internal and external policy, advocacy and documentation
Required:
· Masters or doctoral degree in Public Health, Biostatistics or Social Sciences
· 7 – 10 years of programming experience in SRMH or FP or Public Health
· At least 5 years of proven experience in impact evaluation, monitoring and evaluation in maternal health, reproductive health, or a related field
· Quantitative and qualitative data collection and analysis management
· Experience with database and survey instrument development
· Over 5 years of experience overseas
· Technical skills in family planning, maternal health, sexual and reproductive health
· Advanced skills in SPSS, SAS, Nvivo or other related statistical software
· Ability to establish, maintain and work in partnerships
· Advanced skills in Microsoft Excel and database management
· Technical writing skills
Desired:
· Formal education in quantitative and qualitative data collection and analysis
· Tracking and managing maternal health, family planning, social change and health system strengthening indicators
· Experience managing large data sets for health in complex emergencies
· French language skills
