The U.S. Embassy in Seoul is seeking an individual for the position of American Citizen Services (ACS) Clerk in the American Citizen Services Unit of the Consular Section.

BASIC FUNCTION OF POSITION

The incumbent processes the full range of ACS cases including greeting and assisting customers from intake to case completion. Responsible for assisting Americans with federal agency applications and services including Social Security, Veterans Affairs, Selective Service and other services as necessary. The incumbent provides administrative support to the American Citizen Services Unit including: mail service, general administrative duties, filing, organizing and stocking supplies, and other duties as required. Responsible for supporting ACS Assistants in all aspects of ACS cases to include: receiving, screening, organizing and tracking applications, documents and information. The incumbent responds to customer inquiries on the phone, via email, fax and in person. Keeps current on, and applies changes in, law and SOPs to daily workflow and suggests improvements. Troubleshoots equipment and processing problems. Performs other duties as needed.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  1. Education: At least two years of post secondary education is required.
  2. Prior Work Experience: One year of customer service, administrative, government or paraprofessional experience that applies a body of regulatory material to decision making.
  3. Language Proficiency: Level IV (Fluent) English and Korean ability is required.
  4. Skills and Abilities: Can multitask to carry out detailed, sometimes repetitive work with accuracy, tact and sound judgment, both as a team member and independently, under pressure. Within an assigned schedule meets an exceptionally heavy passport production target. Exercises highly developed interpersonal skills and sound judgment to function politely and efficiently in a high pressure, multicultural environment, on a team and alone. Responds well to direction from superiors. Uses standard keyboard, data entry and software skills to operate a personal computer, laser printer, scanner and passport databases.

SELECTION PROCESS

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  2. Current Ordinarily Resident employees serving a one-year probationary period are not eligible to apply.
  3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
