Regional Public Financial Management Advisor of the Central America, Panama, and the Dominican Republic Technical Assistance Center (CAPTAC-DR)

The IMF´s Fiscal Affairs Department is seeking an expert to fill a regional Public Financial Management (PFM) Advisor position, at the Central America, Panama, and the Dominican Republic Technical Assistance Center (CAPTAC-DR), based in Guatemala. The Advisor will provide technical assistance (TA) on a range of PFM areas to the 7 countries covered by CAPTAC-DR, namely Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, and Panama.

Applicants should have a university degree; at least 10 years of experience in a senior line or advisory position within a ministry of finance, treasury, or a related budgetary institution; and/ or have actively managed, or participated in, technical assistance (TA) in one or more of the following PFM fields:

  • Budget formulation, including budget classification, medium-term budgetary frameworks, performance-oriented budgeting, and program budgeting
  • Budget execution, including internal control, treasury operations and cash management
  • Government accounting and fiscal reporting systems and standards
  • The legal and regulatory framework for PFM
  • Government integrated financial management information systems
  • Public debt management

Applicants must be fully fluent in English and Spanish; have excellent written and oral communications skills; have strong interpersonal skills, be able to maintain effective relations with national authorities and donors, and handle sensitive issues with discretion in a multicultural environment. Experience in organizing and conducting training courses and workshops, managing and overseeing TA work, and carrying out assessment under the PEFA PFM performance measurement framework would be desirable. Extensive travel within the CAPTAC-DR region should be expected.
