PATH is a US-based international nonprofit organization with the mission to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors. PATH’s India program is based in New Delhi with site offices in Bhopal, Hyderabad, Lucknow, and Mumbai. PATH in India has developed a diverse portfolio of public health programming in the fields of immunization, infectious and vector borne diseases, health technology commercialization, vaccine development and introduction, HIV and sexual and reproductive health, and maternal and newborn health.

PATH in partnership with PCI and local NGOs working with communities to find lasting solutions at the grassroots will be implementing the Bill and Melinda Gates Foundation Project Parivartan for “Empowering and Mobilizing Communities for Sustainable Improvements in Health Outcomes in Bihar”. Parivartan is designed to improve key family health and sanitation behaviours, increase equity and accountability of health services, and sustain critical family health and sanitation outcomes of women and children initially in 8 innovation districts and ultimately across the state of Bihar, India. The project goal is to catalyze collective community action to promote shifts in social norms and behaviour change to improve family health and sanitation and enhance accountability and equity of health and sanitation services across Bihar by 2016.

We are looking for a Program Officer - Knowledge Transfer based in Patna. This position will be part of PATH’s project team. Reporting to the Deputy Chief of Party, Project Parivartan, the Program Officer will work closely with the Parivartan team to develop a knowledge transfer strategy, provide technical expertise to local NGOs to strengthen the capacity to monitor and evaluate community mobilization strategies implemented, analyze project performance and learning’s, and inform further program planning.

Job description

  • Work closely with the Health Systems Design Specialist from PATH India Program to develop monitoring and evaluation framework that include clear baseline indicators, behaviour change targets and the means for tracking progress for both states.
  • Complete quarterly reports required under the contract.
  • Work closely with project coalition partners, as guided by the Deputy Chief of Party, Parivartan, and the Health Systems Design Specialist, PATH India Program, to improve their capacity to monitor and evaluate community mobilization activities.
  • Capacity-building in monitoring and evaluation, and leading the design, planning, and Implementation of monitoring and/or evaluation
Required Skills
  • Experience with M&E on projects focused on community mobilization Experience working closely with government to monitor and evaluate community level health solutions activities.
  • Experience developing monitoring and evaluation frameworks for community health solutions projects that include clear baseline indicators, behaviour change targets and the means for tracking progress, and developing appropriate reports.
  • Experience with (Knowledge, Attitude and Practices) KAP surveys, midline and endline surveys.
  • Sound understanding of health systems, community participation, gender and equity challenges in Bihar.
  • Strong quantitative and statistical skills, including survey methods, secondary- data analysis, multivariate analysis, and factor analysis using statistical packages such as SPSS or EPI information.
  • Strong computer skills with good knowledge of Microsoft Word, Excel, Access, and PowerPoint.
  • Excellent interpersonal skills, oral and written communication skills both in Hindi and English
  • Ability to produce quality reports.
  • Ability to collaborate with management and field staff.
  • Ability to work in a multicultural work environment.
  • Willingness and ability to travel extensively.
Required Experience
  • Master's in Social Science/Public Health/Statistics or similar qualification in fields such as population studies and demography, and rural development.
  • Minimum of 5 years experience in the fields of public health or development with an emphasis on developing monitoring and evaluation systems and tools.
  • Prior experience of working in Bihar projects/activities
