Security Assistant UNDP Egypt

The Regional Security Advisor/Deputy Regional Security Specialist Assistant (RSA/DRSS Assistant) is a local national with vocational experience in security. Under the guidance and supervision of the RSA/DRSS, the Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UNDP personnel in the country or region of assignment, as well as provides administrative support to the RSA/DRSS.

Duties and Responsibilities

Summary of Key Responsibilities:

Assist RSA/DRSS in collecting, updating and communicating information regarding the security of UNDP:

  • Help to assess the security situation pertaining to the Country Offices (CO) and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the RSA/DRSS;
  • Communicate information on security to the UNDP CO management in the absence of the RSA/DRSS, as required;
  • Support the RSA/DRSS during the conducting of the self assessment of Minimum Operational Security Standards (MOSS) for the COs; maintains a list of security focal points in the region;
  • Assist in reporting security incidents affecting UNDP personnel, offices and assets;
  • Keep the list of UNDP Security Focal points within the region/sub-region updated; and at the behest of the RSA/DRSS, liaises regularly with UNDSS and Security Focal Points of other UN Agencies.

Assist in maintaining the UNDP Security Plans as well as the UNDP Warden systems:

  • Help in the preparation and review of UNDP Security plans in accordance with the Country Security Plans;
  • Support actions during the implementation of the UNDP Security Plans, as required;
  • Maintain UNDP Warden Systems, both for national and international staff.

Training:

  • Organize training courses on security awareness and preparedness for UNDP personnel, and providing security orientation to newly assigned staff members as required;
  • Assist in the conducting of security briefings for both national and international staff, as instructed by the RSA/DRSS and in cooperation with UNDSS.

MOSS and MORSS Compliance:

  • Assist in monitoring & assessing personnel security, residential (Minimum Operating Residential Security Standards – MORSS) and office safety and security preparedness (Minimum Operating Security Standards – MOSS).

General administrative assistance to the RSA/DRSS:

  • Maintain routine and confidential correspondence files/documents;
  • Maintain a database on contact details in relation to UNDP security contacts;
  • Arrange appointments, receive visitors, place and screen telephone calls and answer queries with discretion, and take minutes and/or notes at meetings as required;
  • Liaise with UNDP administration when preparing RSA/DRSS travel, procurement of office equipment and supplies, and other logistics;
  • Keep the RSA/DRSS updated on expenditures in the operational budget.

Other security–related tasks assigned by the RSA/DRSS:

  • Conduct security evaluations and assessments on latest trends and threats to staff safety and security if so required by the RSA/DRSS and in cooperation with UNDSS;
  • Maintain liaison with commercial companies used for UNDP security at offices and residences, in order to ensure the effective and efficient use of guards;
  • Backstop for the RSA/DRSS in his/her absence (excludes the provision of security advisory services).

Required Skills and Experience

Education:

  • Secondary education;
  • Advanced University Degree or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable;
  • Applicable security, police and/or military training is desirable.

Experience:

  • Minimum 5 years relevant experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.

Language:

  • Fluency in English and the language of the duty station, knowledge.

Other Skills and Requirements:

  • Knowledge of HF and VHF radio operation;
  • Knowledge of host country safety codes.
