Background:
Responsibilities:

Under the general authority and the direct supervision of the Director of UNESCO Iraq Office, and within the framework of the Iraq Trust Fund sponsored joint programme “Iraq – Public Sector Modernisation Programme” (I-PSM) to assist the Government with comprehensive public sector reform, in coordination with other international assistance partners in Iraq the incumbent's role will include the following:

1. Design and carry out project work plans, activities, while ensuring compliance with specific assigned objectives and outputs of the following projects: the joint UNDG-ITF funded projects "Iraqi – Public Sector Modernisation Programme;" and "Completion of a Comprehensive Assessment of the Education Sector for Iraq ".

2. Coordinate the planning and implementation of all activities related to the projects under his/her supervision.

3. Ensure the identification and recruitment of qualified specialized expertise in various certain aspects of I-PSM undertaking as needed.

4. Coordinate actions within I-PSM with international stakeholders, UN sister agencies (UNCT, UNDP, UNFPA, UN-Woman, WHO, UNICEF, UN-Habitat and UNESCWA), bilateral and regional entities to ensure harmonization, timely and satisfactory progress of I-PSM.

5. Liaise closely with the Education Sector at UNESCO Headquarters and other UNESCO offices and institutes to strengthen projects outputs and build synergy with other UNESCO programmes and activities.

6. Ensure proper coordination with and provide technical advice and assistance to national counterparts (MOE, MOHE etc.) in the planning, management, and implementation of the project as well as participating in meetings and ensuring follow-up on implementation of recommendations and agreements, undertaking as necessary short missions in this regard.

7. Conduct periodic programme reviews with government counterparts and other partners as well as preparing analytical and periodic reports and documents for project activities.

8. Coordinate with the Operations/Procurement departments in UNESCO Iraq (Amman) on timely delivery of project activities, as well as requesting disbursement of funds, and monitoring of programme financial status.

9. Contribute to all reporting, monitoring and evaluation activities related to the projects.

10. Contribute to the design and preparation of new projects/programmes for implementation in Iraq.

11. Undertake any other pertinent professional duties as may be assigned by the Director of UNESCO Iraq.
Requirements:

Advanced university degree (Masters or equivalent) in areas related to Public Sector Governance, Education, Social Sciences, or a similar related field.
Minimum of five years of progressively responsible relevant experience, of which preferably three years acquired at the international level in the field of education, preferably in the Arab region.
Ability to work on Education in crisis-affected areas.
Demonstrated capacity and substantial experience in dealing with policy and strategic issues related to public sector modernisation, institution building and other related governance issues in education in the Iraqi context.
Experience in conducting micro-planning (project operational plans), formulation, implementation and evaluation of educational projects.
Strong managerial skills and ability to teamwork and maintain effective working relationships with colleagues and with people of different nationalities and cultural backgrounds. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Demonstrates strong co-ordination and facilitation skills, strong communication skills (oral and written) , results oriented, flexible and problem-solving skills.
Proven administrative and organizational skills in preparing and implementing workshops, seminars and conferences at all levels.
Proficiency in computer office applications.
High proficiency in English language, knowledge of Arabic language would be considered an asset.

Timeline & Start Date:

UNESCO’s salaries are calculated in USD and are paid in USD in Amman Office. They are exempt from tax and consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. UNESCO offers an attractive benefits package including 30 days annual leave, family allowance, education grant for dependent children, home travel, pension plan and medical insurance. A candidate for a Project Appointment position will be offered a one year contract which includes a probationary period of six months, and is renewable subject to satisfactory performance and subject to availability of funds.
