Country Program Finance and Administrative Officer-- Arlington, VA

The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief. SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals, HIV Test Kits, and Medical Laboratory Commodities needed to provide care and treatment of persons with HIV/AIDS and related infections.

The SCMS Country Program Finance and Administrative Officer (CPFAO) for Latin America and the Caribbean (LAC) and South Africa (SA) is responsible for providing financial and administrative management to the SCMS LAC and SA project field offices and is an integral part the country program teams. This position is responsible for ensuring administrative, contractual, and financial tracking management and procedures of the SCMS LAC and SA country programs. In collaboration with the SCMS Finance Unit Manager and the JSI R&T Finance and Operations Manager, he/she will create managerial tracking systems and will coordinate with country teams to continuously monitor field office compliance. He/she will also liaise with USAID on country program financial monitoring, reporting, and cash flow analysis.

The CPFAO is supervised by the JSI R&T Finance and Operations Manager. The Global Program Manager and SCMS Finance Unit Manager are the Functional Supervisors. This position is based in Arlington, VA.

RESPONSIBILITIES

Responsibilities include, but are not limited to, the following:
  • Review and process monthly field accounts, performing required monthly reconciliations, and compiling monthly expenditure reports;
  • Provide feedback to the field office on issues and corrections to the field account data; ensure that corrections and corrective actions are taken;
  • Work with the field staff in ensuring the implementation of corporate and donor policies and procedures and standard accounting practices;
  • Develop financial management training curriculum and rollout financial management training programs to field staff;
  • Review and process cash flow requests;
  • Provide oversight of all field office administrative systems including procurement and contracting;
  • Assist the field office with all issues related to field office human resources;
  • Manage the expatriate allowances and their payments;
  • Report to USAID on the financial status of SCMS LAC and SA country programs, as requested by the Global Program Manager;
  • Reconcile approved funding levels with country program teams and USAID/W;
  • Manage project coding in Orion – creating, modifications, obligations, etc.;
  • In coordination with the SCMS Finance Unit Manager, manage ACF and surcharge budgets;
  • Lead country budgeting exercises, obtaining input from country program teams and SCMS partners. Prepare other project budgets as needed;
  • Monitor costs against budget, including tracking of partner accruals, ensuring that current and accurate financial information is available at all times;
  • Provide support to country teams regarding the communication of financial issues with USAID;
  • Prepare routine and ad-hoc financial reports using innovative means to meet the dynamic needs of the project;
  • As needed, provide financial management support to other country programs and activities;
  • Train field, partner and PMO staff on SCMS’ financial systems and policies;
  • Travel to the field offices for training and financial review;
  • Mentor field staff throughout the process of decentralizing specific financial management tasks.

QUALIFICATIONS

  • Bachelor's degree (Master’s degree in Management, Finance, International Development, or related field preferred), and a minimum of 3+ years’ experience in accounting and/or financial management;
  • Fluency in English and proficiency in Spanish required;
  • Excellent Microsoft Excel skills required and proficiency in Microsoft Word;
  • Familiarity with various accounting software is a plus;
  • Excellent organizational, communication, analytical and interpersonal skills;
  • Attention to detail;
  • Ability to work in a fast-paced team environment and to prioritize required;
  • Experience in cross-cultural work environments;
  • Financial and administrative experience with USAID-funded contracts and knowledge of USAID rules and regulations;
  • Experience in working for an international organization and/or experience working outside of the United States;
  • Ability to travel internationally;
  • Eligible to work in the United States.
