Director of Management and Health Systems/DCOP-- Accra, Ghana

The Director of Management and Health Systems / Deputy Chief of Party (DMHS/DCOP) is a full-time position based in the Ghana Focus Region Health Project office in Accra, Ghana. The DMHS/DCOP supports the Chief of Party's mission for overall strategic focus and management effectiveness of the project and overseeing the implementation and evaluation of all activities supported by the project. Project technical areas include newborn and child health, maternal health, family planning, HIV/AIDS, malaria, HIS, capacity building, nutrition, and supply chain management among others. The DMHS/DCOP reports to the COP (or to the Senior Advisor at the JSI Boston office when the COP is not at post).

The DMHS/DCOP exhibits leadership and management qualities, depth and breadth of technical expertise and experience in health systems, skills in planning for documenting results, and the ability to develop and maintain professional relationships with government counterparts, USAID and other partners.

RESPONSIBILITIES

Management and leadership
  • Contribute substantially to program planning and monitoring, management and control systems and to processes that ensure informed decision-making and timely implementation of high quality program activities guided by the strategy, work plan, and technical directions.
  • Model effective communications, professional relationships, and coordination for timely reporting, both internally and externally.
  • Provide needed input to evidence-based policy and program direction.
  • Support selected health system strengthening work with partners to address critical issues in organizational management, system finance, HIS, human resources development, and public-private partnerships.
  • Provide supervisory oversight of technical and administrative staff as defined in project organogram
  • Work closely with COP to achieve key deliverables as specified in the PMP and work plans and assure submission of deliverables to funder according to cooperative agreement requirements. Monitor, analyze and troubleshoot any challenges to project implementation and resolve any human resources issues that arise.
  • Participate in managing staff and other resources in compliance with JSI policies and procedures and USAID regulations.
  • Participate in managing operational requirements of the project – budgetary, personnel, legal, and contractual, etc.
  • Serve as Acting COP as required including assuming primary communications with the Home Office support team, and USAID.


Technical leadership and coordination

  • Manage a portfolio of activities (to be determined in consultation with the COP) effectively and efficiently.
  • Encourage innovation and technical excellence in meeting project goals, objectives and indicators.
  • Provide technical leadership and ensure completion of project results’ documentation and dissemination plan.
  • Ensure that evidence-based public health is the foundation of all strategies and activities.
  • Provide oversight and management for the performance-based subgrants portfolio.
  • Produce annual work plans and other USAID Deliverables jointly with the COP.


Coordination with development partners and projects as determined with COP

  • Coordinate with GHS, grantees, and other relevant stakeholders.
  • Interface and liaise with other related local and international partners for coordination and collaboration.
  • Maintain subcontractor relations ensuring transparency, strong communication, and excellent partner relations.
  • Set and maintain standards for effective collaboration between project staff and partners.

QUALIFICATIONS

  • Master's Degree in Public Health, a clinical discipline, social sciences, or related advanced degree relevant to the field of international health, development or program management;
  • At least ten years of mid to senior level experience in designing, implementing or managing large, complex, MNCH, RH/FP, malaria and/or HIV projects in/for developing countries;
  • Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, strong interpersonal, writing, and oral presentation skills;
  • Five years experience living and working in a developing country; and
  • Ability to report to post within 45 days.

Salary commensurate with experience.
