The emphasis of SNV’s work is on poverty alleviation guided by global value propositions in Agriculture, Water, Sanitation & Hygiene (WASH), and Renewable Energy. SNV has worked in Ethiopia since the 1970s and currently operates in the Southern, Oromiya, Tigray and Amhara regions where 80% of the country’s rural population lives. Over the period 2005 to 2011 SNV-Ethiopia implemented an innovative value chain development programme called Business Organisations and Access to Markets (BOAM), funded mainly by the Embassy of the Kingdom of The Netherlands. The BOAM programme piloted value chain development in the dairy, honey, oilseeds and fruit sub-sectors.
As lead of a consortium in dairy development, SNV is seeking a Country Project Manager to lead the EDGET project, budgeted at over 3 million Euros per year. The project consortium partners include Wageningen University and Research Centre (WUR) and Heifer International (HI). The project is to be funded by the Embassy of the Kingdom of the Netherlands in Ethiopia with additional funding expected from the Bill and Melinda Gates foundation.

Since 2008, HI has been implementing the East Africa Dairy Development (EADD) project across Kenya, Rwanda and Uganda funded by the foundation. EADD is now scaling out its successful dairy hub business approach to Ethiopia and Tanzania; and to this end is partnering with SNV and WUR in Ethiopia.
The Country Project Manager (CPM) will be responsible for the planning and implementation of all EDGET field activities, results-based management and client/partner relations. The CPM will lead a diverse team of multi-partner advisors and professionals to deliver on ambitious community and business level targets leading to doubling of income and transformation of the lives of over 100,000 farming families. She or he will report directly to the Country Director of SNV Ethiopia and the Consortium Board.
Main Responsibilities:
  • Leads and manages the implementation of the project
    and aligns activities, mission and objectives with that of partners, national and international, while at all times maintaining coherence.
  • Manages the preparation of results-based annual project operational plans and budgets providing regular reports to the fund and partner managers. Coordinates the dairy value
    chain and sector development activities in the project.
  • Provides technical direction on the dairy business
    hub and private sector linkage activities in the project.
  • Supervises and coaches the project team. Organises meetings and is secretary of the Consortium Board and of the project Technical Advisory Committee. Is ‘the face’ of the project and represents the project to the ‘outside world’.
  • Builds and maintains a network for EDGET with all dairy value chain stakeholders including:government, government agencies, other non-governmental organisations, consortium partners/sub-contractors, other dairy development actors and projects, the private sector, consumers and educators.
  • Ensures the documentation, publication and sharing
    of knowledge-based learning under the project.
  • Performs other job-related responsibilities as
    assigned.
Requirements:
  • University degree plus 12 years of related working
    experience, referably in Africa.
  • Minimum 10 years’ experience of senior
    results-based project management and, preferably, in consortium leadership.
  • Proven experience in dairy value chain and dairy
    industry development, especially improving farmer access to markets; experience
    in the organisational and institutional aspects of dairy sector coordination
    will be an asset.
  • Experience of working with the private sector and
    strong will and capacity to engage the private sector in the project.
  • Experience in integrating gender and youth related
    aspects in dairy value chain development, based on an understanding and
    promotion of women participation and youth entrepreneurship.
  • Team player with networking and coaching abilities
    at the national level, combined with result-orientation.
  • Excellent computer skills and ability to work in a
    challenging and dynamic context; excellent communication skills in English.
Contract Duration: 3 years with
possibility of extension contingent to performance.
