Deputy Director For Finance And Administration Management Sciences for Health


OVERALL RESPONSIBILITIES:
The Director of Finance and Administration serves as operations manager for the large Leadership, Management and Governance Project funded by USAID through September 2016.  S/he also serves as an expert in finance and administration, providing assistance to the beneficiaries as needed.  Manages the overall administrative, finance and accounting, human resources, and information technology (IT) needs of the project.  Ensures compliance with MSH and USAID regulations, and contract terms and conditions.  S/he is a member of the Project’s Management Team.

SPECIFIC RESPONSIBILITIES:
  1. In collaboration with the Project Director and Project leadership support the projects ability to serve the technical assistance and capacity building needs of the people, organizations and institutions that LMG serves.
  2. Ensure that all operational functions are effectively coordinated.  Oversee human resources, finance and accounting, operations, and IT functions for the project.
  3. Provide administrative coordination between the project and the MSH headquarters office and with subcontracting partners.  Draw on specialized skills of MSH home office and as needed.
  4. Based on MSH and USAID regulations and operational policies and procedures, develop and maintain current appropriate standard operating procedures (SOPs) to document roles and responsibilities in the areas of finance and accounting, human resources, IT and operations. Trains staff in office SOPs and ensures compliance.
  5. Act as fiduciary responsibility, safeguarding all MSH’s assets.  Act as signatory authority, signing checks in the absence of Project Director.
  6. Organize training programs for financial and administrative staff to make sure all recipients are using common financial reporting and tracking systems.  Train appropriate staff in proper financial record keeping procedures
  7. In close collaboration with the project’s management team, establish and hold staff accountable for standards of professional behavior in the office and with clients.
  8. Ensure effective employee communications via staff meetings, written communications, etc.
  9. Guide and coordinate project staff arranging travel logistics for the long-term projects as well as short-term technical assistance visits.
  10. Provide technical assistance to national and regional health provision organizations in finance and administration.  Prepare implementers to compete for future funding mechanisms as prime partners.
  11. Oversee the implementation of subcontracts and sub-grants under the LMG Project to ensure operational integrity and financial accountability
  12. Provide technical assistance to USG country teams and implementing partners in finance and administration.

QUALIFICATIONS:
  1. Advanced degree in business administration, public policy, finance, or a related field.
  2. Extensive experience working in development, including at least five years of experience living and working in the relevant field in developing and transitioning countries.
  3. Extensive technical experience, including at least seven years of experience in a managerial role for finance and accounting, administration, human resources, information technology, and operations functions.
  4. Demonstrated experience in training and mentoring the team and/or other NGOs.
  5. Familiarity with USAID and USG financial and procurement regulations.
  6. Previous responsibility handling US Government funds for large projects
  7. Proven skills in MS Word and Excel; experience or knowledge in QuickBooks extremely helpful.
  8. Proven ability to develop effective working relationships at all levels.
  9. Fluency in English required.  Competency in other languages (French, Spanish, Russian, Hindi, Portuguese) is helpful.
