We seek qualified candidates for the position of Finance Manager to be
based in Washington DC and full-time backstop a 3-year cooperative
agreement in Iraq.
Position Description:
Unemployment
and underemployment has been identified by the Government of Iraq as
among the most pressing problems facing the nation. The problem has
serious implications for establishing lasting peace and security as well
as building the foundation for future economic prosperity. In support
of this national development priority, USAID/Iraq is considering a
program designed to improve livelihoods and create jobs for Iraqis with
special emphasis on youth, women and vulnerable populations.
Based
in the DC Office, the Finance Manager for the FORAS project will work
with the Project Director, the Chief of Party and the field-based
Finance team to manage, prepare, administer and direct the control of
the project budget. The FM reviews and approves processed for financial
planning and control, providing relevant fiscal information to the
management team for effective project management; assists with
development and management of internal audits of project finances and
liaises with the organization’s audit and compliance departments; and
provides overall leadership and technical guidance for compliance with
Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost
Accounting Standards (CAS) and Federal Acquisition Regulations (FAR).
The FM will bring considerable experience in comprehensive financial
management of USAID-funded projects and will support the compliance
functions for the project
Job Responsibilities:
- Reviews and analyzes monthly financial reports regarding project budgets- actual and forecast.
- Provides recommendations and consuls with management on financial projects and compliances
- Participates and provides financial reporting for annual budget planning, audit reviews and assessments.
- Engaged in the more critical and confidential aspects of financial analysis. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.
- Builds and trains staff on financial policies and procedures, GAAP practices and client relationships.
- Develops, coordinates, and maintains financial management systems by creating budgets, tracking expenditures, accruals, and obligations
- Monitors activity budgets to ensure costs are within budget using pipelines.
- Works with country program staff to ensure that imprest reports are submitted accurately, completely and on time; review all transactions in the imprest reports for compliance with FHI 360 and client regulations as well as cost reasonableness; provide feedback on submitted reports.
- Works closely with accounting staff to ensure reconciliation of imprest accounts, respond to questions and serve as liaison between home and field offices in matters related to field office financial reporting.
- Maintains accurate list of accruals and commitments for reporting purposes.
- Prepares monthly, quarterly and annual financial reports for assigned activities.
- Reviews FHI 360 vouchers for accuracy and compliance with client’s billing requirements.
- Review expense reports and fee payment requests.
- Verify allocations to funding sources and expense categories.
- Performs other duties as assigned.
Minimum Requirements:
- Demonstrated experience leading USAID programs, preferably in Iraq or critical priority countries required.
- Minimum of 8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.
- Past experience managing a financial analysis department is required.
- Demonstrates strong interpersonal skills, ability to work independently and within a team, and the ability to effectively analyze and solve problems. Capable of multi-tasking, establishing priorities and meeting tight deadlines consistently.
- Must be able to read, write and speak fluent English. Arabic familiarity a plus.
- May require international travel to Iraq.
