HR Manager Mission East Brussels, Belgium

Mission East, founded in Denmark in 1991, is a Danish international non-governmental relief and development organisation which works to help the vulnerable through humanitarian relief aid, development assistance, the linking of relief, rehabilitation and development and through supporting communities’ capacity to organise and assist themselves. Mission East’s headquarters staff is split between Head Office in Copenhagen and an Operations office in Brussels. Mission East currently has field offices in Afghanistan, Armenia, Tajikistan and Nepal. Mission East is verified compliant with the People In Aid Code of Good Practice in the Management and Support of Aid Personnel.

Overall responsibility
The HR Manager is responsible for the management and leadership of Mission East’s Human Resources activity as a means of enabling the organisation to fulfil its mission. 

Reporting in to the Finance Director, the role combines a day to day involvement in key areas of HR management across Mission East’s HQ and field offices with strategic development of HR activity. In line with Mission East’s organisational values, the HR Manager ensures excellence in staffing capacity and HR support throughout Mission East. 

Key tasks and responsibilities 

Management:
• Management of Mission East HR activity.
• Coordination of HR activities with other Mission East teams (Operations, Finance, IT and Communications)
• Ensure HR Strategy as part of ME overall strategy and implementation hereof
• Ensure update of ME reward system, in cooperation with Finance

Staff Recruitment and Consultant Procurement:
• Ensure timely recruitment and selection of HQ and International Staff
• Ensure timely procurement of international consultants
• Ensure ME follows HR Good Practice and policies and process are up to date
• Provision of advice and support to line managers on Staff Recruitment and Consultant Procurement

Performance and Competence Management:
• Ensure planning and follow up of ME Performance Management 
• Ensure follow up on competence development plan for targeted HQ and field staff
• Promotion of relevant learning and development initiatives throughout the organisation
• Provision of advice and support to line managers on performance issues (capability and conduct) and intervention where necessary in cases of serious breach

On-going Administration and Employment Support:
• Ensure update of HR Handbook and HR Annex, including updates is accessible through Knowledge Centre and local distribution
• Ensure all templates used for HR administration are updated and updated documents are available in PDB and in Templates document file incl. PDB photo archive for HQ and international Staff
• Ensure PDB follow up and employees’ status is kept updated incl. record of HQ and International Staff Annual Leave and RR
• Ensure and update of Insurance policy. Day to day management of GOUDA (insurance) in cooperation CPH Office Manager 
• HR support to HQ (CPH and BXL), among others administration of salary payment for Brussels staff along with general administration of office and maintenance routines for the Brussels office

Quality Assurance / Improving Standards:
• Ensuring Mission East HR practice complies with legal requirements, good practice guidelines and Mission East policy
• Ensure the development of HR policies and procedures that enable good working practices and that are accessible and appropriate to all staff
• Liaison with HR professionals from other humanitarian organisations to facilitate shared ideas, experience and learning
• Consideration of Mission East’s Christian ethos and values and application of these in all areas of HR practice within Mission East

Health & Safety:
• Ensure follow up on H&S policy and practice incl. update of H&S Handbook

Selection Criteria

Qualifications and Experience required 
• Education to degree level or above in a relevant field would be an advantage
• Professional qualification in Human Resource Management and/or;
• Substantial experience of working in a senior HR management position, preferably in an international relief and development organisation

Competencies and Qualities required:
• Excellent English communication skills (spoken and written) are essential; additional languages, Good French are Dutch would be highly desirable for the support of the Brussels office
• Enthusiastic, professional and positive approach with a high degree of self-motivation.
• Demonstrated ability to prioritise, plan and delegate within a flexible working environment
• Excellent relationship-management, teambuilding and interpersonal skills with an ability to communicate clearly and appropriately across all levels of the organisation
• Understanding of organisational structures, culture and virtual team dynamics. 
• Personal integrity, compassion and discretion
• Analytical and numerate, with a proven understanding of the budgetary and financial implications of decision making
• Comfortable using Microsoft Word, Excel, and Outlook
• Willingness to travel to Mission East’s other office locations, as required 
• Sympathy with Mission East’s organisational values and identity as a Christian organisation, and an ability to implement HR management solutions which exemplify and strengthen these values in action
