JOB SUMMARY: The Regional Manager, Latin America and the Caribbean (LAC) will be responsible for leading the Regional Field Team in LAC to fulfill the goals and objectives of Right To Play through overall implementation, planning, field policy, strategy development, and management of Regional Field personnel, projects and operations.
Responsible for leading the Regional Field Team, the Regional Manager, LAC will ensure alignment with Right To Play’s mission, vision, goals, values and regional strategic direction in field while enhancing and developing team talent. The Regional Manager, LAC will also be responsible for local funding opportunities, and building and maintaining regional partnerships with key stakeholders including NGOs, corporations, and government. Reporting to the Director of International Programs, and working closely with the Program Officer, LAC at HQ, the Regional Manager, LAC will also responsible to support regional planning, and strategy development, adherence to all guidelines and procedures developed by Regional Headquarters, delivering implementation of regional plans. The Regional Manager is accountable for all regional field results, finances, partners, and personnel in the region.
PRIMARY RESPONSIBILITIES: Job Responsibility #1: Regional Program and Fundraising Strategy Development and Implementation (% of Time: 15%): • Lead the development of a regional program and fundraising strategy in conjunction with the International Programs team. • Oversee the creation of, and adherence to, regional plans. • Identify areas for expansion and assist with assessment and scoping visits, as necessary. • Develop concept papers and proposals, as necessary for the continuation of the existing programs and expansion of new programs. • Develop technical expertise and partnerships in alignment with Right To Play program impact areas.
Job Responsibility #2: Talent Management (% of Time: 25%): • Create a high-performance culture by living the behaviours as defined by Right To Play’s Leadership Competencies and Values. • Oversee the management of the performance of the team by using Right To Play’s performance system. • Collaborate with Regional Human Resources Officer, or designate, and external legal support to create job descriptions and contracts for staff which meet Right To Play and local employment and local labour standards and the principles of communication. • Ensure that all Right To Play HR systems and processes, including those defined by Right To Play policy, are followed.
Job Responsibility #3: Financial Management and Regional Office Operations (% of Time: 25%): • Oversee the monitoring of budget to actual, and make adjustments as necessary. • Ensure compliance with country legal and tax requirements, Right To Play financial policies and procedures, and donor requirements. • Oversee the implementation of Right To Play Financial, Administrative and Procurement policies, as defined by Right To Play policy. • Oversee the effective functioning of the regional office, and relevant sub-offices. • Ensure that all NGO registration requirements and other legal requirements are met and followed. • Establish security management team and establish security plan for region and relevant countries.
Job Responsibility #4: Program Management (% of Time: 25%): • Oversee the development and implementation of annual Operating Plans and budgets. • Provide guidance to the monitoring and evaluation of all programs. • Manage team efforts for timely completion and submission of narrative and financial reports for donors, government, and partners, as relevant. • Provide quarterly updates of lessons learned and best practices to the International Programs team. • Lead information exchange, resource sharing between projects, as appropriate. • Oversee the development of locally appropriate program content based on Right To Play program resources.
Job Responsibility #5: Representation and Communication (% of Time: 10%): • Represent Right To Play, and serve as the main contact for all partner organizations in the region. • Produce or facilitate regular correspondence, reporting and meetings with partner organizations, as required. • Attend events that offer opportunities to promote awareness of Right To Play and sports for development. • Develop appropriate donor/ athlete engagement activities.
EDUCATION/TRAINING/CERTIFICATION: Required: Masters level in International Development or related field Desired: Post Graduate level in International Development or related field
EXPERIENCE Required (must have): • Not less than ten (10) years experience in program management, both for field and HQ based, preferably with a focus on the region of assignment • Not less than seven (7) years project management experience in LFA and RFW approaches, RBM and / or PCM • Proven experience in Field Operations Leadership and Team Management • Experience developing and implementing strategic and operational plans • Experience fundraising from multiple sources, most notably institutions • Experience leading, developing and writing successful proposals and reports • Experience monitoring and evaluating projects • Experience developing and managing budgets • English and Spanish fluency in all communications
Required (must have): • An understanding of humanitarian and development issues that are specific to the region • Other relevant language skills, most notably Portuguese • Experience working in the Health Promotion • Knowledge and experience with PRA tools
IT KNOWLEDGE/SKILLS REQUIRED:
Required (must have): • Results Based Management / Logical Frame Work Analysis • Understanding of International Development and working within this context. • Human resource management • Fundraising and partnership development • Strategic plan creation and implementation • Budgeting and financial management • Analytical and written skills, including research and the writing of proposals and reports • Knowledge and understanding of public health, health promotion issues and other key development priorities

• Requires 20% travel within the region and to Right To Play Headquarters.
