Innovation Lead and Rapid SMS Manager, P-4, UNICEF Afghanistan

UNICEF, the world’s leading organization working for the rights of children, seeks a Temporary Appointee as Innovation Lead, P-4, to design and manage Technology for Development (T4D) initiatives across its Afghanistan Office, based in Kabul

UNICEF Afghanistan wishes to hire a an Innovation Lead to design and manage Technology for Development (T4D) initiatives across the office. UNICEF Afghanistan is starting the process of designing mobile initiatives (using RapidSMS) initially in the areas of education, nutrition and polio eradication but later to include other thematic areas. The office needs an overall manager to ensure that the projects get up and running, coordinate between the different sections of the office, hire and manage the technical resources, lead the negotiations with mobile network operators and train the end users etc.

Objective:

Coordinate, launch, document and evaluate the mobile initiatives for UNICEF Afghanistan, using the RapidSMS framework among other resources. The coordinator will need to work across all sections in UNICEF Afghanistan and interact with necessary Government, UN, NGO and private sector partners. The coordinator will also need to interact with the New York based Innovation Unit and other Innovation leads across UNICEF country offices.

Qualifications:

● Eight years relevant work experience managing the development of software applications including, RapidSMS, mobile phone or other technology based applications;

● Master Degree in please specify

● Knowledge of innovative use of technologies for program monitoring in difficult circumstances;

● Monitoring and evaluation skills;

● Knowledge of environment in which UNICEF operates, and understanding of the constraints of working in difficult geographical locations;

● Knowledge of community based basic service delivery programs.

Additional Competencies:

● Demonstrated communication and relationship building skills

● Good oral and written presentation skills

● Experience in creating spaces and environments that are conducive to team participation and effective coordination

● Proven capacity to work with and lead collaborative teams across different locations and with different technical skills

● Experience in budgeting and coordinating large scale projects

● Clear upward communication and management skills
