Context:
Under the direct supervision of the IOM Yemen Chief of Mission (CoM) and in close coordination with the Emergency and Recovery Unit and the Migrant Health Unit, and the relevant Regional Thematic Specialists, the successful candidate will be responsible for the coordination, identification and development, implementation and reporting of the Mission migration management activities. The candidate will oversee the IOM Yemen Migration Management Unit (MM) work and ensure compliance with administrative and programmatic procedures in coordinating project field activities, monitoring financial budgets, communication with implementing partners, the United Nations (UN) and Yemen government focal points.
Core Functions / Responsibilities:
  1. Implement an integrated, professional and effective MM Unit approach to migration management programming opportunities, challenges and project implementation including direct assistance provision, consolidated forward planning and reporting obligations. Identify staff development potential and gaps.
  2. Provide technical guidance and supervision to staff responsible for the Protection and Assistance functions of the Unit, including in counter-trafficking and child protection, direct assistance, advocacy, outreach, capacity building and awareness raising, setting objectives and guiding performance.
  3. Provide strategic direction and ensure relevant and effective implementation in the field of mixed migration, border management, labour migration and technical assistance (including in legislation and procedural approaches).
  4. Coordinate and develop project proposals and corresponding financial requirements; coordinate and oversee project implementation, through adequate resources and tasks identification and allocation; pursue regular financial, procurement and output monitoring; ensure relevant financial and narrative reporting obligations and accountability are fulfilled according to IOM and donor standards and timetables. Pursue the negotiation, preparation and development of Project Implementation Agreements with potential project partners, implementing partners and relevant government entities. Ensure and coordinate the collation of relevant and to the extent possible accurate and comprehensive statistical data for project identification, implementation monitoring and report briefing purposes.
  5. Establish and reinforce partnership with relevant Government counterparts, UN Country Team (UNCT) and UN Humanitarian Country Team (UNHCT) agencies and NGOs. Contribute to IOM's visibility and profile with donors, also through relevant briefings. Participate on behalf of IOM to relevant cluster meetings (such as protection) and donor meetings and highlight migration issues in UN fora and resource allocation frameworks such as Consolidated Appeal Process (CAP), Central Emergency Relief Fund (CERF) and other funding mechanisms.
  6. Follow up and ensure IOM Yemen's participation and profile in the various Mixed Migration activities, including the Mixed Migration Tasks Force (MMTF), the Regional Mixed Migration Secretariat (RMMS) and Regional MM Committee meetings etc.
  7. Ensure of IOM Yemen visibility activities in close coordination with other Mission units and the Regional Office. Including through leading/contributing to the preparation of press releases, project briefs and comprehensive reports to ensure timely dissemination of information on IOM Yemen migrant assistance, and technical cooperation initiatives and achievements.
  8. Coordinate and oversee timely project implementation, through adequate resources and tasks identification and allocation; pursue regular financial, procurement and output monitoring; ensure relevant financial and narrative reporting obligations and accountability are fulfilled according to IOM and donor standards and timetables. Pursue the negotiation, preparation and development of Project Implementation Agreements with potential project partners, implementing partners and relevant government entities. Undertake duty travel for programme implementation purposes.
  9. Ensure and coordinate the collation of relevant and to the extent possible accurate and comprehensive statistical data for project identification, implementation monitoring and report briefing purposes. Maintain data collection and analysis mechanisms, including distribution tracking systems, and share relevant information with partners within the humanitarian community including complete lists of beneficiaries.
  10. Support the CoM in liaising with local authorities, United Nations (UN) and nongovernmental organizations (NGO) counterparts in field locations where IOM IDP- and emergency and recovery activities are undertaken, and Sana'a, as relevant.
  11. As authorized by the CoM participate in various fora, including Inter-Agency Standing Committee (IASC) country level coordination meetings (Clusters), Inter Cluster Coordination Meetings (ICCM) and inter-agency gatherings convened to discuss coordinated responses to the conflict, disasters, and displacement in Yemen. Participate in inter-agency working groups and sectors towards the elaboration of contingency plans and disaster reduction strategies. Prepare and participate in donor briefings on IOM's emergency interventions, achievements and plans.
  12. Ensure the preparation and timely submission of accurate donor reports according to obligations and Organizational standards. Report regularly on the progress of the operation, keeping the Chief of Mission advised of problems and suggesting improvements to the operation as needed.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Political or Social Sciences, Development Studies, International Relations or a related field;
  • five years of relevant professional experience (or seven years for candidates holding a first level university degree) in a humanitarian/development organization or project implementation;
  • proven expertise in the area of migration management, including regional consultative processes, migration data and policy development, immigration and border management and counter trafficking;
  • experience in liaising with regional bodies, governmental authorities, other international/national institutions;
  • working experience in direct assistance, project development and implementation, writing and editing technical documents;
  • experience in working on Yemen/Horn of Africa region an advantage;
  • understanding of migration issues in Yemen/the Horn of Africa region;
  • proficient in Microsoft Office and knowledge of advanced publishing programs;
  • willing to travel domestically, regionally. Languages Fluency in English is required. Knowledge of Arabic an advantage.
