Function
- Conducting research and analyses in order to assess the financial risks and solidity of the financial institutions and the financial system;
- Ensuring the compliance of the financial instructions with prudential regulation;
- Assisting in the development of regulation and supervisory policy regarding the financial system.
Working area
Prudential policy and financial stability
The mission of the Prudential policy and financial stability Division is to contribute to the identification, analysis and limitation of risks in the Belgian and international financial system, through the development of expert knowledge on microprudential and macroprudential matters and through close collaboration with microprudential supervisors. It also takes part in the activities of the Bank within the European System of Central Banks and in international fora.
Prudential supervision of banks and stockbroking firms
The Prudential Supervision of Banks and Stockbroking Firms Division supervises over a hundred credit institutions and stockbroking firms differing in size, activity and risk profile. It ensures that individual institutions organise their activities in a safe way and in compliance with regulation.
Prudential Supervision of Market Infrastructures and Oversight
The Prudential Supervision of Market Infrastructures and Oversight Division ensures the sound functioning of market infrastructures (Payment systems, Central counterparties, Central securities depositories) and to that end supervises both infrastructures seated in Belgium and foreign infrastructures that are relevant for Belgium. Some of these infrastructures operate on an international scale and are systemically important in several countries. Therefore international co-operative supervision was set up, led by the NBB.
Prudential Supervision of Insurance and Reinsurance
The task of the Prudential Supervision of Insurance and Reinsurance Division is to protect the interests of the insured. To that end it supervises insurance undertakings differing in size, activity and risk profile. The aim of prudential supervision is to ensure that companies run their business and manage their financial and insurance risks in a sound and prudent way, in compliance with regulation.
Conditions
- for the banking sector and market infrastructures: a master’s degree or PhD in economics, applied economics or commercial engineering;
- for the insurance sector: an actuarial science degree with good knowledge of economics and finance or a master’s degree or PhD in economics, applied economics or commercial engineering combined with actuarial courses and/or good knowledge of quantative risk management;
- relevant experience in the field of banking regulation (including capital requirements) or insurance regulation (including Solvency II), financial products, accounting techniques (including IFRS) or market infrastructures (clearing and settlement operations);
- strong analytical skills;
- excellent oral and written communication skills;
- a good command of the national languages and of English is an asset;
- ability to work well in a team and individually, in a multidisciplinary environment;
- willingness to work in an international context;
- adaptability and interpersonal skills;
- assertiveness, argumentation skills and persuasiveness;
- high work ethic and secrecy;
- specifically for the function of financial risks inspector: command of audit techniques or willingness to take a training in this field.
Timing
- 12 December 2013: closure of the applications;
- 6 January 2014 till 17 January 2014: first interview/case study;
- January and February 2014: assessment;
- February 2014: motivation interview.
