THE ORGANIZATIONALSETTING
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and Air Navigation Plans (ANP). The Regional Office also provides technical guidance and assists States in their implementation activities.
Within this context, the incumbent reports directly to the Deputy Regional Director. S/he will be part of the air navigation team engaged in contributing to and accomplishing the vision, mission and goals of ICAO. S/he will collaborate closely as a team member of the Regional Office for air navigation matters, in order to promote the implementation of a performance-based approach to air navigation services planning, as well as the implementation of the Regional Air Navigation Plan (ANP), ICAO SARPs, Procedures, plans and policies, with particular emphasis on Aeronautical Information Management (AIM) and Aeronautical Meteorology (MET).
The Air Navigation Services (ANS) Implementation Regional Officer, AIM/MET will provide expert technical support and advisory services in the fields of AIM and MET to the South American (SAM) Region, and act as focal point/liaison Officer in coordination with the Integrated Infrastructure Management (IIM) Section and the MET Section at ICAO Headquarters.
MAJOR DUTIES ANDRESPONSIBILITIES
Function 1 (incl. Expected results)
As a team member of the Regional Office, collaborates closely with ICAOHeadquarters' staff for all air navigation matters, andparticularly with respect to implementation of a performance-based approach to air navigation services planning, in order to promote the implementation of the Regional Air Navigation Plan, ICAO SARPs and Procedures and related plans and policies,achieving results such as:
  • Follow up, foster and initiate actions aimed at achieving efficient and effective implementation by States of the Regional Air Navigation Plan and SARPs with particular emphasis on Aeronautical Information Service (AIS), AIM and Aeronautical MET subjects;
  • Provide technical assistance and support for the efficient functioning of the Caribbean and South American (CAR/SAM) region Air Navigation Planning and Implementation Regional Group (GREPECAS);
  • Provide guidance to States regarding the regional planning as well as provision of technical and secretarial support to formulate and process proposals for amendments to the CAR/SAM ANP;
  • Provide assistance to States for the development of national AIS/AIM and MET plans, in accordance with regional plans;
  • Identify, monitor and undertake follow-up action on deficiencies in the AIS/AIM and MET fields and foster their resolution in a coordinated manner;
  • Provide assistance to States with the objective of improving their AIS/AIM and MET services, eliminating their identified deficiencies, achieving the performance objectives and enhancing their safety oversight capabilities;
  • Monitor national and regional developments in AIS/AIM and MET and related matters and propose ICAO actions through appropriate channels;
  • Keep abreast of current civil aviation developments, including relevant activities of ACAC, IATA, IFALPA, EUROCONTROL, CANSO, ISO, WMO and other international organizations and individual States;
  • Prepare analyses on technical/operational aspects of AIM and MET related subjects and associated reports, briefs, correspondence, etc;
  • Ensure coordinated processes between AIM, MET and other relevant air navigation fields;
  • Contribute to the development of material that supports operational implementation of MET and AIM systems;
  • Coordinate regional programmes and planning documents with HQ activities;
  • Identify technical cooperation opportunities and promote AIM and MET related technical cooperation projects.
Function 2 (incl. Expected results)
Implements the ICAO Regional Office Work Programme in the technical/operational field as directed, achieving results such as:
  • AnalyseStates' needs/problemsand initiate/propose solutions;
  • Organize, facilitate and support seminars and workshops aimed at developing capacity or addressing specific challenges;
  • Prepare working papers, reports, briefs, and correspondence on technical/operational aspects of civil aviation.
Function 3 (incl. Expected results)
  • Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings,achieving results such as:
  • Conduct, participate and/or serve as secretary/technical adviser at ICAO meetings, seminars and workshops related to AIM and/or MET and assist as required at other meetings;
  • Facilitate inter-State coordination in order to achieve measurable progress in the AIM and MET fields;
  • Facilitate inter-State cooperation in order to create/improve harmonized operational improvements;
  • Represent ICAO at meetings of international organizations and provide consistent explanations of SARPs and global viewpoints.
Function 4 (incl. Expected results)
  • Conducts Missions to States,achieving results such as:Assess the status of implementation of AIM and MET related SARPs, procedures and ANP provisions as relevant and provide assistance for the implementation of corrective actions to eliminate identified deficiencies in the AIM and MET fields and enhance their safety oversight capabilities;
  • Provide assistance to States for the collection and processing of relevant data necessary for performance monitoring of the air navigation systems.
Function 5 (incl. Expected results)
  • Provides support in various air navigation matters,achieving results such as: In coordination with ICAO HQ, support the objectives of the Universal Safety Oversight Audit Programme-Continuous Monitoring Approach (USOAP-CMA):
a) Determine the status of corrective actions or mitigation measures taken by States to resolve safety deficiencies;
b) Promote the collection of safety information within the framework of continuous monitoring activities;
c) Provide assistance, as required, for the update of State Corrective Action Plan (CAP), State Aviation Activity Questionnaire (SAAQ), Electronic Filing of Differences (EFOD) and State completed Protocol Questionnaires (related to AIM and MET) ; d) Participate in the audit of ICAO Coordinated Validation Mission Comprehensive Systems Approach (ICVM/CSA), as required;Perform other duties, as assigned.
QUALIFICATIONS ANDEXPERIENCE
  • Educational backgroundA first level university degree in an aviation-related, scientific or technical discipline or equivalent is required.Professional experience and knowledge
  • Considerable experience (preferably ten years) in the technical/operational aspects of international air navigation, especially in the fields of Aeronautical Information Services/Management and Aeronautical Meteorology;
  • Familiarity with ICAO and World Meteorology Organization (WMO) regulatory documents and procedures;
  • Broad knowledge of all aspects of meteorology and aeronautical information pertaining to air navigation;
  • Experience participating in and servicing of international civil aviation meetings;
  • A thorough knowledge of ICAO's structure and functions and its specific role in the Region;
  • Comprehensive project management skills, including the ability to independently manage multiple projects, meet deliverable dates, prioritize and organize effectively, and pay close attention to detail is highly advantageous;
  • Experience in dealing with high-level officials, government representatives or senior executives from States is an advantage.
Language Skills
  • Fluent reading, writing and speaking abilities in English and Spanish are essential.
  • A working knowledge of another language of the Organization (Arabic, Chinese, French or Russian) is an asset.

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions. ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62 and 65 after 1 January 2014. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
