Team Leader- South Africa

Qualifications and skills
The experts will have an education preferably at the level of a Masters Degree or equivalent in political science, social science, public administration or in a field relevant to the assignment.

General professional experience required
At least 5 years' professional experience in the field of governance and/or public administration, of which 3 years in middle-income countries; experience of working with the South African Government would be an asset.

Specific professional experience required
·         Extensive knowledge of EU programme implementation by means of the project delivery modality;
·         Sound knowledge and experience of conducting reviews and evaluations of EU and other donor-funded projects (the Team Leader should have participated in at least two reviews and/or evaluations of EU or other donor funded projects and have led at least a third in the past five years, and Expert 2 should have participated in at least one evaluation of an EU or other donor funded project in the past three years);
·         Knowledge and experience of South African Government policies and capacity building of South African Government departments would be an asset;
·         Sound knowledge and extensive experience in the field of policy dialogue and working knowledge and experience of policy making, policy implementation;
·         Thematic experience in some areas included in the Strategic Partnership Action Plan;
·         The Team Leader should demonstrate extensive experience in leading and coordinating working teams together with the ability to coordinate joint research or evaluation processes, and produce a consolidated report.
·         Knowledge of EU Strategic Partnership Agreements, and of South Africa-EU relations would be an asset.

Language skills
·         Excellent oral and written communication skills in English
