Web developer

The International Land Coalition (ILC) is a global alliance of civil society and intergovernmental organisations working together to promote secure and equitable access to and control over land for poor women and men through advocacy, dialogue, knowledge sharing and capacity building.
The Secretariat of ILC, based at the International Fund for Agricultural Development (IFAD) in Rome, carries the responsibility to provide support to the Coalition in the implementation of the Strategic Framework 2011-2015. The Global Policy work of ILC relates in particular to Strategic Objective 4:Strengthen ILC as a vibrant, solid, and influential global actor on land-related issues. An key facet of achieving this objective is developing an innovative and professional web presence.
Purpose of the consultancy
Under the direct supervision of the Communications Specialist, the consultant will deliver the following:
ILC Website:
  • Ensure continuing development of ILC website;
  • Further development of global initiative pages;
  • Optimization and bug fixes of the website;
  • General maintenance of the website.
Regional websites:
  • Develop and manage regional websites for Africa, Asia, Latin America and the Caribbean.
National engagement strategy websites:
  • Assist selected ILC members with the creation of strategy websites for countries of strategic engagement.
PUP (Platform Unification Project)
  • Manage and develop tools and solutions for ILC's online database, grants management and monitoring and evaluation system;
  • Ensure integration with ILC website;
  • Optimizations (layout, functionalities, bug fixes) and implementation of new functionalities according to user feedback;
  • Quality assurance.
Server maintenance:
  • Regular updates and management of ILC's hosted servers;
  • Management of website platform backend (Drupal installations for the ILC website, action websites, etc.);
  • Database maintenance and updates;
  • Revision system management between development and production servers;
  • Domain name management, including licensing and renewal;
  • Any technical tasks pertaining ILC web presence.
Other:
  • Optimization of the campaign and petition tool for embedding into partner websites and linking with the PUP.
Education and experience
  • University Degree in computer science or a similar discipline
  • A minimum of 3 years' experience with Drupal development (not just theme customization); developing in PHP; HTML, especially HTML5, and CSS 2 & 3; and social coding tools like Git and GitHub
  • Experience using Subversion or other source code management system
  • Experience implementing web pages from wireframes and/or design comps
  • API Design Experience
  • Experience with Additional JavaScript and jQuery skills are desirable
Technical/Functional competencies
  • Ability to customize Drupal modules
  • Understanding of AJAX
  • Understanding of Apache webserver and its administration
  • Comfortable with semi-agile development, with competing projects and deadlines
  • Quick learner, able to work independently with limited supervision
  • Team worker in a diverse, multi-disciplinary environment
  • Self-motivated and dependable
