About the job
The European Union (EU) has provided funds to implement the Support to District Development Programme (EU-SDDP) in selected Districts in North and East Sri Lanka. The overall objective of this programme is to contribute to and capacitate the transition from post-conflict relief to reconstruction and development by supporting selected districts in North and East Sri Lanka, through poverty reduction and provision of basic infrastructure and services for vulnerable populations, support to local economic development, and strengthening of local governance.
Under this programme, UNOPS has undertaken three flagship projects under the Support to Social Infrastructure Development in Batticaloa, Mannar and Vavuniya. The Solid Waste Management for Batticaloa will involve construction of SWM facilities and the implementation of social infrastructure support to build the capacities of local authorities in implementing an integrated solid waste management programme. The Mannar project will involve construction of drainage system in the township and the Vavuniya project will include construction of waste water and sewerage system.
The Programme Manager will directly manage the implementation of the EU funded Support to Social Infrastructure Development in Batticaloa, Mannar and Vavuniya, under the direction of the South Asia Operational Hub (SAOH) Director.
Specifically the Programme Manager will have the following tasks and responsibilities:
• The Programme Manager under the direction of the South Asia Operational Hub (SAOH) Director will lead the team managers for the 3 projects in Batticaloa, Vavuniya and Mannar. The overall aim is to achieve sustainability of the facilities being constructed and the operation of those activities associated with waste collection and disposal, drainage and waste water and sewerage system for target Local Authorities under the Programme;
• The Programme Manager shall also be responsible for providing technical support to build capacity at each Local Authority under the Programme and to drive the identification and development of revenue generation from new business opportunities by the sale of Compost and Recyclables and implementation of a fee-for-service plan for each Local Authority;
• In particular the Programme Manager will assist the Local Authorities for market and enterprise development of potential buyers and partners in the Batticaloa District (and beyond) and determining business development strategies required to ensure the future operation and maintenance of the facilities;
• The Programme Manager will oversee the operation and maintenance of SWM, drainage and waste water and sewerage treatment facilities and ensure the transfer of responsibility to the Local Authorities;
• The Programme Manager will work closely with the other international senior management team which includes the Infrastructure Advisor, Environmental Engineer, Communications/Coordination Advisor, Capacity Building Manager, International Landfill Engineer and international consultants to coordinate resource use, ensure high-quality management of the Programme, and in the development of new business opportunities and capacity building of the Local Authorities.
