Junior Professional Officer - UNFPA Programme Analyst

The UNFPA JPO Programme
The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance. It gives them an opportunity to acquire professional knowledge in population projects in a developing country.
Background information
According to the 2008 census, Sudan had a population of 30.9 million. The population profile is mostly rural (58%) and young (62% below 25 years and 43% below 14 years of age) with almost an equal gender distribution (51% males and 49% females). The population growth rate is 2.5% and, if sustained, will double the population by 2037.
The current programme, 2013-2016, is aligned with the national development plan, the United Nations Development Assistance Framework (UNDAF), 2013-2016, the UNFPA strategic plan and the recommendations of the country programme evaluation. The human rights-based approach and gender equality guided the development of the programme. It focuses on women and young people, targeting the most needy population groups, including poor, rural communities, nomads, conflict-affected and internally displaced people, ex-combatants, and people who are at most risk of HIV infection. To that end, the programme seeks to improve the equity of access to basic services, which is a major aspect of peacebuilding and recovery.
In the area of gender and human rights, UNFPA adopted a context-sensitive multi-discourse approach to programming at different layers (national, state, local/community). There are various social, political and religious sensitivities to UNFPA work, especially SRH issues (e.g. HIV, FP, FGM, GBV, child marriage, including debates on gender concepts and discourses – equality v equity, reproductive rights v RH rights)
Duties and Responsibilities
Under the overall supervision of the Representative and the direct supervision of the Gender Output Lead, the JPO will support UNFPA Sudan Office in the implementation of the Country Programme (2013-2016), as well as the UN Reform and ensure full compliance to UNFPA rules and procedures in performing his/her tasks.
The JPO will provide specific support to the Gender Unit as described in the action plan approved by the Head of Office. The JPO will specifically:
1.Contribute to the implementation of the Country Programme through the design and implementation of annual work plans in conformity with the rules and procedures, the UN Reform guidelines, and particular attention to results- based and gender and human rights-based approaches as well as risk management and good Governance;
2.Provide technical insights to the work of the Gender Unit with emphasis on Gender-based violence, community-based approach and evidence-base programming, and ensure UNFPA leadership in the UNCT Gender thematic group.
3.Build, cultivate relationships with women leaders, CSOs, academia working in the area of gender, and assist them in their propositions and actions for furthering a gender related issues inclusion in the post 2015 agenda
4.Provide innovative ideas for working with women leaders and associations and presence on UNFPA social media platforms
5.Develop and write Reports and other related administrative documents, Terms of Reference of studies and other deliverable under his/her responsibility ;
6.Undertake monitoring and evaluation field missions as planned and in compliance with security requirements and report as prescribed;
7.Provide assistance to the Representative on development of communication outreach, presentations, and documents.
8.Ensure any other task as required by Head of Office.

Required Skills and Experience
Postgraduate degree in social sciences or related fields with specialized knowledge in the field of Gender and Human Rights
Work Experience:
At least 2 years of experience in programme design and implementation, with civil society and NGO partnerships. Prior experience in developing countries is an asset.
Fluency in English. Knowledge of Arabic is an asset.
