For our office in Brussels we are interested to build up a reserve list to present to the European Commission in relation to our participation to the TAIEX tender.
TAIEX is the Technical Assistance and Information Exchange instrument of the European Commission. TAIEX supports public administrations with regard to the approximation, application and enforcement of EU legislation as well as facilitating the sharing of EU best practices. It is largely needs-driven and delivers appropriate tailor-made expertise to address issues at short notice in three ways:
- Workshops: EU Member State experts present specific areas of EU legislation in workshops to a large number of beneficiary officials.
- Expert missions: EU Member States expert(s) are sent to the beneficiary administration to provide in-depth advice on the transposition, implementation or enforcement of a specific part of EU legislation.
- Study visits: a group of three practitioners from a beneficiary administration take part in a study visit to an EU Member State’s administration.
The TAIEX mandate to provide assistance covers:
- Croatia (new Member State – still benefitting from assistance programmed);
- Turkey, the former Yugoslav Republic of Macedonia; Montenegro, Serbia, Albania, Bosnia and Herzegovina and Kosovo*;
- Turkish Cypriot community in the northern part of Cyprus;
- Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestine, Syria, Tunisia and Ukraine.
- All countries covered by the Partnership Instrument
- EU Member States in the framework of the administrative cooperation within the policies managed by DG for Regional and Urban Policy.
TAIEX assistance is open to:
- Civil servants working in central public administrations;
- Judiciary and law enforcement authorities;
- Parliaments and civil servants working in Parliaments and Legislative Councils;
- Representatives of social partners, trade unions and employers’ associations;
TAIEX does not provide direct support to civil society, private citizens or to individual companies.
To meet the requirements of the Terms of Reference of the tender we are looking for 3 experts with the following profiles:
Key Expert 1: Team Leader
Qualifications and skills:
The Team Leader is expected to have as a minimum the following qualifications and skills:
The Team Leader is expected to have as a minimum the following qualifications and skills:
- Excellent knowledge of project cycle management;
- Knowledge of project management techniques and tools;
- Knowledge of human resources management;
- Proficiency in project management software;
- eneral understanding of the EU policies and institutional set-up and ideally familiarity with the Commission’s administrative and financial procedures;
- Fluency in English.
Relevant university diploma required.
General professional experience:
- At least 15 years of proven professional experience in general project management including: people management; strategic planning; risk management; conflict management and change management.
Specific professional experience:
- At least 10 years of proven professional experience in management of EU funded and/or co-funded projects covering also: public procurement; contracting and/or sub-contracting including application of Commission rules and procedures relating to calls for tenders, contracts, commitments and payments.
Key Expert 2: Financial Manager
Qualifications and skills:
The Financial Manager is expected to have as a minimum the following qualifications and skills:
The Financial Manager is expected to have as a minimum the following qualifications and skills:
- Excellent knowledge of accounting principles, practices and procedures;
- Excellent knowledge and skills in financial administration, control, monitoring, reporting and auditing;
- Excellent knowledge and skills in bookkeeping, invoicing, international payments, cash-flow management (including VAT management);
- Good knowledge of computerized accounting systems and applications to include main frame terminals/personal computers, general software applications and keyboard facility;
- Good knowledge of the financial procedures and rules of the EU Institutions, in particular the Commission rules for external aid and its Financial Regulation and Implementing Rules;
- Fluency in English.
Relevant university diploma required.
General professional experience:
- At least 10 years of proven professional experience in financial management and financial supervision of task and transactions required for the present assignment, including: bookkeeping, invoicing, international payments and transfers, cash-flow management (including VAT management).
Specific professional experience:
- At least 3 years of proven professional experience in financial management of EU funded projects.
Key Expert 3: Travel and Event Logistics Manager
Qualifications and skills:
The Travel and Event Logistics Manager is expected to have as a minimum the following qualifications and skills:

- In-depth knowledge of the travel and events service industries;
- Development of travel and events operating models;
- Fluency in English.
Relevant diploma/certificate required.
General professional experience:
- At least 10 years of proven professional experience in the various aspects of logistics, e.g. travel arrangements, search of offers and best prices, booking of meeting facilities and equipment, booking of accommodation, catering, interpretation and technical support to the organization, logistic accompaniment of events, contracting and financing, transparent and reliable use of funds and proper documentation of events.
Specific professional experience:
- At least 5 years of proven professional experience in logistics management including management of sub-contractor and supervision of lower level staff engaged in coordination of logistic activities.
Other:
All tasks shall be carried out under supervision of and in close collaboration with the Project Director located in Brussels.
