Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
 Duties / Responsibilities
Under the supervision of the Secretary-General, the incumbent assists the Secretary-General in providing strategic and operational advice to facilitate the decision-making process on various ITU related topics, internal or external. The incumbent performs the following duties:
  • Oversee the regular coordination and communication between the bureau/departments of the Union and their interactions with the Secretary-General Office, to ensure effective cross-organizational cooperation and interaction. 
  • Monitor and follow-up with the competent bureau/departments of ITU to ensure that relevant information is submitted for a timely preparation of responses to requests by the Secretary-General. 
  • Provide strategic advice and policy guidance to the Secretary-General on programmatic functions of the organization based on a review and evaluation of ITU institutional performance and efficiency to ensure smooth implementation of objectives. 
  • Provide the Secretary-General with background information from sources such as the activities of the Bureaux and the General Secretariat, ICT developments at global and regional levels, and studies from academia and universities in a timely and appropriate manner. Liaise and coordinate with competent bureau/departments of ITU to compile relevant information as required by the Secretary-general.
  • Assist the Secretary-General in establishing and maintaining good communications with representatives of all stakeholders of the Union, including Member States, Sector Members and Academia, international organizations of the UN common system and other international and regional organizations dealing with matters in relation with the activities of the Union.
  • Plan and coordinate, with the assistance of the competent bureau/departments, including the Protocol Services, the preparation of the Secretary-General's official visits to Member States and of visits of high level representatives of Member States at Headquarters, and ensure that the relevant documentation is prepared. Provide assistance in overseeing documents submitted, and alert, advice and prepare recommendations for the Secretary-General on political and sensitive diplomatic issues. 
  • Represent the Organization in meetings with representatives of Member States and other international and multilateral agencies and organizations, as and when required by the Secretary-General.
  • Perform any other related duties in order to ensure the success of the Secretary-General Office.
Qualifications required
Education:
Advanced university degree in telecommunications or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. Additional qualification in international relations, public administration or a related field would be an advantage. For internal candidates, a first university degree in one of the fields above in combination with fifteen years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
Experience:
At least ten years of progressively responsible experience in a civil service, a telecommunication administration or in a large international entity, including at least seven years at a senior level, providing support and strategic advice to a high ranking official, including at least five at the international level. A good knowledge of the ICT environment, of the ITU, its activities and its governance is required. A Doctorate in a related field can be considered as a substitute for three years of working experience.
Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

  • Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multicultural environment with sensitivity and respect for diversity. Works collaboratively with colleagues to achieve organizational goals.
