Become part of an exciting new cash team within Oxfam’s Global Humanitarian Team! This position is one of three cash HSP positions that Oxfam is now recruiting to provide technical support to countries and regions on all aspects of their cash transfer and market based programming.
As a Humanitarian Support Personnel (HSP) you will be a member of a large, dynamic, experienced multi-sector team of first-class specialists. HSPs are deployed from their home base to a variety of roles in regional and country programmes from a few weeks to up to approximately 6 months. On average, about 80% of your time will be on deployment.
You will have a strong background in cash transfer programming operation, with at least three years of experience employing a wide range of delivery and distribution mechanisms (including use of ICTs and electronic cash) across multiple contexts. You will have experience in conducting market assessment to inform program design, and you may have experience or knowledge of in-depth market analysis tools such as EMMA and PCMA. An ability to think strategically, communicate clearly, and collaborate with others is important. Across the three available positions, Oxfam will seek to balance the candidates’ experience and strengths to build a successful team of cash HSPs.
As a cash HSP, you will help emergency response teams assess, design, and implement programs in the areas of emergency food security and vulnerable livelihoods (EFSVL), WASH, shelter, or protection – or across multiple sectors by supporting the design of multi-purpose cash programs. Your specific responsibilities will vary according to program context but you are likely to be responsible for areas of work such as:
· Engaging with potential service providers including mobile companies and others providers of electronic payment platforms.
· Ensuring program quality and compliance in areas such as protection of beneficiary data, contract management, risk assessment and mitigation.
· Assessing markets, and sometimes engaging in more in-depth market analysis.
· Building capacity of Oxfam and partner staff, and designing and adapting guidelines and tools to be contextually appropriate.
· Supporting coordination and information sharing, country preparedness, learning, and linkages with longer-term programs.
· Managing staff in country.
· Providing strategic input and disseminating good practice within Oxfam and externally.
