Founded in 1962, ICVA (International Council of Voluntary Agencies) is a global network of non-governmental organizations (NGOs) that work collectively and with other humanitarian stakeholders to promote and facilitate NGO engagement in the development of the humanitarian sector and its policies.
ICVA’s mission is to promote and facilitate NGO engagement and partnership with a variety of key actors and bodies (e.g. the IASC, UN agencies, donors, member states, international and political bodies, and emerging players) with the aim to participate in developing humanitarian global policies.
Objective
This consultant will advance the work of the NGO-supported Less Paper More Aid initiative to promote more effective donor, UN and NGO approaches to reporting, partner capacity assessments and audit.
Responsibilities
  • Support the ICVA Donor Conditions Task Force, including through convening regular meetings.
  • Develop and execute, in collaboration with NGO members, a comprehensive outreach plan targeting appropriate contacts within donor and UN agencies as well as NGOs/NGO fora.
  • Provide technical support to various processes, including but not limited to: 1) Grand Bargain implementation, 2) the Inter-Agency Standing Committee (IASC) Humanitarian Financing Task Team’s (HFTT’s) work on partner capacity assessments, 3) UN partnership agreement harmonization; and 4) international NGO peer learning on streamlining requirements for national NGOs.
  • Develop regular, easy-to-read communications products, oversee maintenance of the Less Paper More Aid website, and collaborate with ICVA’s program coordinator to provide learning opportunities.
  • Develop and submit proposals to generate resources to sustain the initiative.
  • Other duties as required.
Qualifications and Requirements
Education:
  • Advanced university degree in a relevant field, such as humanitarian assistance, business administration, etc.
Experience:
  • A minimum of 7 years’ work experience related to NGO compliance with donor and/or UN conditions (e.g. reporting, partner capacity assessments, audit, etc.)
  • Demonstrable experience in representation and advocacy, including through delivering compelling oral presentations.
  • Demonstrable experience in influencing external partners, including through clearly written advocacy products.
  • Demonstrable experience in working collectively and/or with networks or alliances, including through facilitating meetings and organizing workshops.
Knowledge
  • Knowledge of humanitarian financing, particularly as it relates to reporting, partner capacity assessments and audits.
  • Knowledge of donor, UN and NGO partnership challenges.
Competencies and skills:
  • Proven ability to work autonomously and within a team.
  • Proven ability to work under pressure and be flexible, including the ability to cope with deadlines, multiple tasks, and competing and changing demands.
  • Ability to set her/himself and others challenging, but realistic targets.
  • Well-developed communication, presentation and representational skills appropriate for different audiences, including the ability to influence people.
  • High capacity to chair meetings and workshops.
  • Quick analytical thinker who understands contextual developments and can link them to (potential) implications for NGOs.
  • Fluent in English and excellent writing skills. Fluent in French or Arabic is a plus.

  • This person will report to the ICVA Head of Policy in consultation with the ICVA Donor Conditions Task Force.
