OVERVIEW OF THE POSITION
In order to facilitate the reconstruction of post conflict Gaza, the Palestinian Authority (PA) requested to establish a Materials Monitoring Unit (MMU) to monitor the entry and use of dual use items in Gaza. The MMU is a multi-disciplinary team located in Gaza that monitors the supply chain of dual-use materials. This team of engineers, quantity surveyors, stock monitors and IT experts monitor the storage facilities, suppliers, concrete processing plants, as well as repair and constructions sites. The monitoring is managed through the Gaza Reconstruction and Materials Monitoring ERP called GRAMMS which is an online tool, purpose built by our client to monitor the flow and use of ‘dual-use’ materials. The Materials Monitoring Unit (MMU) is responsible for conducting site visits to potential vendors, contractors, concrete processing plants and construction projects to monitor the flow and use of ‘dual use’ materials as required by the Gaza Reconstruction Mechanism. Data is collected through static and mobile devices and managed in a central database capable of producing reports that satisfy the parties and donors due diligence requirements.
GENERAL FUNCTIONS
Role objective:
Under the direct supervision of the Senior International Monitoring Engineer, the incumbent is required to assist in the verification of the distribution and usage of selected dual-use materials into and within Gaza. This will primarily done by the conduct of site visits, work surveys and quantity surveying through monitoring assessments visits for a range of approved beneficiaries / projects / large scale projects and batch plants within the ERP. In addition to this the International Monitoring Engineer is required to follow up with National Monitoring Engineers to verify the quality of their reporting and that reports are submitted on time.
Expected output:
Liaise with GRM approved project managers and contractors local vendors to ensure compliance with GRM requisition, stock holding and usage and reporting requirements.
Advise, investigate and collect proof of any discrepancies within the use of approved GRM materials in the completion of the approved GRM construction projects.
Ensure the full and proper implementation of MMU Engineering monitoring processes and procedures required under Gaza Reconstruction Mechanism (GRM).
Submit periodic reports to the Senior International Monitoring Engineer investigate, collect proof to document any diversion/discrepancies of dual-use material.
Coordinate the engineering monitoring activities with the Senior International Stock Monitor.
Motivate National Team members and ensure the development of their competencies.
Respond to critical issues in a timely and decisive manner and operate independently with little to no direction.
Organise the team member(s) tasks with the Senior International Monitoring Engineer on a daily basis.
Project reporting:
Conduct project audits.
Monitor National Monitoring Engineers progress and abilities.
Monitor the MMU ERP (GRAMMS).
Follow up monitoring and progress reports from MMU Engineers.
Team management:
S/he will work closely with multiple teams of National Monitoring Engineers
ESSENTIAL EXPERIENCE
Education:
§ Master’s degree in Civil Engineering and/or Bachelor’s degree in Civil Engineering.
Work experience:
§ Minimum of 8 years of demonstrable relevant Engineering – Civil experience and/or minimum of 8 years of demonstrable relevant Construction experience.
Geographical experience:
§ Minimum of 2 years of experience in Middle East with local experience in Gaza is an advantage.
Languages:
§ Fluency in English is Essential.

Teamwork: experience supporting team in a complex multi-national, multi-cultural environment is required.
Excellent IT skills in computer application and programs related to the above duties, including work processing, spreadsheet and bill of quantities, word, and outlook.
Adept at understanding construction drawings and able to measure and take off information accurately.
Understanding of the inter-relationship between bills, specifications and drawings.
Understanding the importance of business procedures within a construction environment.
Understanding construction contracts in relation to projects and the relevance of sub contract terms and conditions.
Understanding of health & safety issues at work and on site.
Demonstrate experience supervising or assessment of large scale construction in a post conflict environment.
Ability to work as part of a multi-disciplined, multi-cultural team.
Ability to communicate effectively with a range of people.
