Child Protection Manager - Turkey

BACKGROUND
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
JOB SUMMARY
The Child Protection Program Manager will manage the Child Protection programming for displaced Syrian children and youth. This includes psychosocial activities for children and adolescents/ Youth and establishment of child protection case management for children at risk or survivors. In addition to supporting psychosocial activities with children, youth and child protection case management, the program also includes: engaging parents through parenting skills sessions; training service providers on Child Protection Minimum Standards and Child Protection in Emergencies; and working with the wider community to build community-based mechanisms for prevention and response.
The Child Protection Program Manager will lead the Child Protection in Emergencies (CPiE) programming as part of the broader Protection programming support by IMC, and will coordinate closely with the Mental Health and Psychosocial Support (MHPSS) and Gender-Based Violence (GBV) teams. He/she will report to the Program Coordinator, as well as the Site Manager providing day-to-day management.
The Child Protection Program Manager will also ensure regular submission of all required documentation and reporting on activities and support monitoring and evaluation of program activities, using appropriate standard quality assurance tools.

Overall: Support the development of Child Protection in Emergencies (CPiE) programming and contribute to overall Protection programming, including relevant program materials and tools.
Child Protection Program Responsibilities
  • Manage Child Protection teams across sites to ensure service delivery according to minimum standards.
  • Lead psychosocial support program for children (4-14 years old) and Youth (15-18 years old)
  • Support the teams to engage parents and conduct parenting skills sessions, as well as other community-based Child Protection awareness sessions and activities.
  • Train and supervise Child Protection case management teams to effectively identify and support children with Child Protection concerns, including ensuring appropriate documentation.
  • Supervise support to cases and provide day-to-day coaching on CP case management skills to IMC CP Case Workers and other CP staff and volunteers as appropriate.
  • Build appropriate identification and referral mechanisms for Child Protection cases to Child Protection Case Workers, as well as referrals to Psychosocial Workers (for MHPSS services), schools, and other relevant services, including through regular updating of service mapping.
  • Develop and update capacity-building plan for staff and partners through conducting on-the-job supervision and assessment to evaluate key competencies and training needs.
  • Train Child Protection staff in CPiE, Child Protection Case Management, and other relevant trainings as appropriate.
  • Lead the development of appropriate IEC materials on Child Protection, as well as Protection in general, to build awareness of services and promote key messages.
  • Build mainstreaming of CP prevention and response with service providers and the overall humanitarian response, including through training of service providers and identification and advocacy on Child Protection concerns.
  • Ensure all programming incorporates CP minimum standards and best practice.
Capacity Building & Coordination
  • Provide continual technical support and monitoring of Child Protection program activities to support capacity-building and ensure minimum standards for CPiE.
  • Report regularly on CP case management, related trainings, and other relevant program activities.
  • Lead recruitment of new staff and program start-up in new sites as necessary.
  • Support team-building and professional development of staff, including through regular performance appraisals.
  • Work closely with support departments to support program administration and operations of activities in program sites.
  • Coordinate regularly with other teams within the Protection department and other departments.
  • Coordinate with other Child Protection actors and participate in interagency coordination mechanisms for Child Protection.
M&E and Reporting
  • Support the development of appropriate M&E tools and the collection of program data from program sites on a weekly basis.
  • Ensure disaggregated and cumulative tracking of beneficiaries and documentation of all activities and outcomes.
  • Ensure participation from beneficiaries in activities development, implementation, and evaluation and feedback mechanisms for accountability.
  • Support in identification and tracking of Child Protection concerns and patterns and trends.
  • Participate in preparation of internal and external reports, including submission of weekly reports and quarterly reports for donors.
  • Maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data.
  • Ensure programming is on track to meet objectives; report daily on important issues that are cross-cutting and/or require supervisor feedback and decision-making by the Protection team.
  • Other tasks as necessary.
REPORTING
The CP Program Manager reports to the Program Coordinator and receives technical support from the relevant Technical Support Unit.
Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:

  • University degree in international relations/development, social science, law, psychology, or another related field; MA/S or other related advanced degree preferred.
  • Minimum of 3 to 5 years of professional experience in humanitarian work, preferably in an emergency context.
  • Substantial experience in Child Protection and/or Protection, including in conflict settings and with IDPs and refugees.
  • Demonstrable technical expertise in the assessment of, design, and delivery of child- and youth-focused programming
  • Good technical expertise in Child Protection case management, including training and supervision of case management teams.
  • Comprehensive knowledge of CP Case Management Minimum standards, Core Competencies
  • Strong experience in training on Child Protection technical areas with a variety of stakeholders.
  • Experience with capacity-building approaches and building capacities of teams and partners in Child Protection.
  • Experience with participatory approaches and working with vulnerable groups, including gender mainstreaming and with persons with disabilities.
  • Good knowledge and understanding of humanitarian principles, Protection frameworks and tools, and Child Protection minimum standards.
  • Good program management skills, particularly team-building and problem-solving.
  • Excellent written and verbal communication skills.
  • Honest, hard-working and a self-motivated person.
  • Strong interpersonal and teamwork skills, and the ability to work within different cultural environments.
  • Ability to fulfill set deliverables within a timeframe and with high quality.
  • Experience and knowledge of working in relevant region/contexts.
  • Flexibility and can cope with stressful workload and working with limited resources.
  • Ability to travel on short notice to project sites when required
  • English language proficiency is required and knowledge of Arabic and/or Turkish language is an advantage.
