Specialist, Monitoring and Evaluation - Laos

Save the Children is currently recruiting for a M&E Specialist for an upcoming USAID-funded basic education program in Laos. The M&E Specialist will be expected to lead all Monitoring, Evaluation, Accountability and Learning related to the program including building a MEAL system, strengthen capacity of team members to measure program outputs and outcomes, including assessment of student learning, and oversee all evaluation activities and ensure learning from program is incorporated into program implementation. The M&E Specialist will play a key role in ensuring quality and impact of program.
Essential Duties, Responsibilities and Impact
The M&E Specialist will serve as a key expert and primary contact for M&E strategies and implementation for this program. S/he will provide advice, guidance, and coordination to SC, the Ministry of Education & Sports (MOES), and other collaborating organizations in the implementation and strengthening of M&E systems for the education program activities supported by USAID.
The Specialist will be responsible for reporting on progress toward achieving the project targets, translating strategic information into improved programming and delivery of services, providing accountability for use of resources, and supporting internal and external capacity for using M&E for education targets. S/he will monitor and evaluate the progress of the program, will identify technical problems, and will recommend revisions as necessary to overcome obstacles and constraints to progress or impact. Identification of training needs and participation in the development and implementation of training materials and courses for partner organizations as related to M&E will be an important component of this position. The Specialist will participate and provide input on M&E issues at technical, policy and strategic planning meetings, including meetings with partners, local government and USAID.
Required Background and Experience, Skills and Behaviors
  • Master’s degree required with significant research experience in education, literacy or other related field from an accredited college or university
  • Minimum of seven years’ experience designing and implementing MEAL programs in complex settings
  • Prior work experience utilizing statistical analysis software required and prior experience assessing student learning outcomes a plus
  • Experience in systems thinking and application of complex adaptive systems methodologies would be an advantage
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
  • Excellent training and facilitation capability;
  • Strong analytical and conceptual skills and the ability to think and plan strategically;
  • Demonstrated creativity, innovation and initiative;
  • Experience of working in a similar role Laos or elsewhere in the region is an added advantage.
  • Fluent written and spoken English required.
