CARE - Proposal Development Associate

DESCRIPTION:

CARE is a leading humanitarian organization fighting global poverty. Our mission is to serve individuals and families in the poorest communities in the world. The competitive Bids Unit was established to lead CARE’s efforts in responding to Requests for Applications (RFAs) and major Requests for Proposals (RFPs) from a US Government funding agencies. CBU has gained experience providing a broad range of services to CARE’s 60+ Country Offices including: assisting in gathering information on potential partners and competitors; coordinating proposal development; writing, editing, and reviewing various sections of technical and cost proposals; maintaining sector capacity statements and past performances references; and providing training materials and workshops to improve Country Office capacity in these areas. The Proposal Development Associate plays a key role by providing a variety of services to the Unit.

RESPONSIBILITIES AND TASKS:
• S/he copy edits technical proposals and a variety of knowledge products for clarity, content and adherence to donor guidelines relative to formatting, page limits and/or other specifications.
• S/he works in close coordination with Bid Coordinators and Cost Managers to package and submit proposals to donors.
• S/he supports the Recruitment Specialist by liaising with Procurement to process consultants agreements/contracts and payments.
• S/he will ensure data quality and/or be responsible for data entry and routine updates across various databases, including the CBU SharePoint site.
• S/he provides logistical and administrative support to Unit staff and consultants hired by CBU including, but not limited to, organizing meetings, minor procurement, expense reports, team “Brown Bag” sessions, weekend website monitoring, etc.

REQUIRED QUALIFICATIONS:
• Bachelor's Degree or higher in International Development, International Affairs, Public Administration or other related field.
• Two to three (2-3) years work experience. (Part-time experience in college will be considered.)
• Demonstrated success working with teams, managing deadlines and consistent performance in a fast-paced environment is a plus.
• Advanced skills in Microsoft Word and Microsoft Excel.
• Ability to copy edit and (with guidance) draft/write content.
• Adequate oral and written communication skills.
• Ability to analyze data, synthesize information and generate reports. Produce complex computerized illustrative graphics (e.g. various types of diagrams from scratch and bar charts, etc.)
• Excellent organizational/planning skills.

DESIRED QUALIFICATIONS:
• Experience with Microsoft Project
• Experience with Microsoft SharePoint
• Intermediate skills in Microsoft Access
• Language capabilities in French or Spanish
