CARE VACANCIES - Proposal Development Coordinator

DESCRIPTION:

CARE is a leading humanitarian organization fighting global poverty. Our mission is to serve individuals and families in the poorest communities in the world. We are looking for a seasoned, independent, motivated and experienced Proposal Coordinator to join our team. The Competitive Bids Unit (CBU) Proposal Development Coordinator (PDC) plays a key role in assisting in the development of proposals, primarily to the US Government. This role includes: coordinating CBU's support to CARE CO's responding to USG bids, as assigned; liaising with partners; helping conceptualize the CARE role in potential projects; reviewing draft proposals; leading proposal development efforts, as assigned, and on occasion being deployed to the field to write proposals.

RESPONSIBILITIES AND TASKS:

• Oversees, coordinates and is ultimately responsible for the preparation, writing, editing, review, management and timely submission of technical proposals and other CBU required materials:
• S/he will make an initial assessment of CARE's ability to effectively compete, and factors required to assure a successful bid (in the case were we move forward to a bid).
• S/he will work closely with the other members of the Competitive Bids team and with CO and HQ staff to ensure responsiveness to the requirements of the RFP/A, and consistency with CARE’s best practices and CO programmatic goals and priorities.
• S/he will set priorities, delegate responsibilities and establish deadlines, document timetable, and report on same to Deputy Director and AVP.
• S/he will identify potential partners, and play a lead role in the negotiation of teaming agreements.
• S/he will develop agenda for strategy meetings including development of "win themes" for each proposal, as appropriate.
• S/he will lead and provide guidance to the proposal team on proposal content, strategy, staffing, partners and budgeting; and develop a timeline to accomplish said tasks.
• S/he will spearhead the recruitment efforts providing accurate and timely information regarding job descriptions and profiles required for proposal writing, key positions and consultant jobs.
• S/he will draft, edit, review and provide guidance to COs regarding proposal strategies, technical content and budgets, etc.
• S/he will document best practices and foster training to improve a successful proposal outcome.

QUALIFICATIONS:

• Bachelor's Degree in Public health, Policy, Economics, or international development, or field that emphasizes critical writing and thinking skills. Masters preferred
• At least two years of experience in at least one of the relevant technical areas including: international public health; water and sanitation, education, etc. Experience in multiple technical areas with an emphasis on Health is preferred.
• At least two years overseas experience in proposal writing or management, and familiarity with requirements of key humanitarian donors and capacity to work in a multi-donor environment, including OFDA, USAID, CDC, and Global Fund
• At least 3 years of USG business development experience and or knowledge.
• At least five years experience in proposal development or program design.
• Native English proficiency. Excellent writing skills with special emphasis on clear, persuasive language; strong editing skills; knowledge of US government proposal requirements; and ability to work under tight deadlines.
• Working Knowledge of French
• Ability to travel to remote countries (35% travel).
