Co-financing Officer

GAVI JOB DESCRIPTION:

Post title: Co-financing Officer
Duty station: Geneva
Purpose of the post: The incumbent will assist the coordination of the implementation of the co-financing policy process including consultation with GAVI Alliance partners/stakeholders and immunisation experts and support research and analysis to inform the impact of the policy on countries’ financial sustainability of immunization programs. The incumbent will work with the Director Country Reviews and Grant Renewals and with the Senior Programme Manager, Country Finance.

Key results expected:
Progress reports on the implementation of co-financing policy and analysis of the impact of co-financing on the overall immunization financing in GAVI countries on a regular basis.

Main duties/ Responsibilities:
• Monitor expenditures/country payments of vaccine co-financing levels and provide regular progress reports;
• Prepare progress reports on country co-financing activities at country and global levels ;
• Coordinate communication and follow-up actions with priority countries (graduating and defaulting countries) ;
• Review, analyze and finalize budget/financial implications for country financing activities;
• Provide substantive support and analysis for relevant countries on implications of GAVI’s co-financing policy and support;
• Conduct literature reviews in areas relevant to health and immunization financing ;
• Participate in the Immunization Financing and Sustainability Task Team by contributing to set agendas, prepare background documents and analysis, draft reports and presentations, record minutes and follow up actions;
• Support Senior Programme Managers in country visits related to co-financing;
• Participate in global and regional meetings on matters related to country co-financing;
• Participate in other functional roles as and when required.

Qualifications:
Academic:
Advanced University degree (Master’s degree or equivalent) in Public Health, Health/Development Economics, International affairs or equivalent.



Work experience:
• Minimum of 3 years working experience working in public health at national or international levels in the field of economics and health financing with a strong understanding of health systems.
• Experience in working in/with developing countries.
• Experience in immunization financing an asset.

Skills/competencies:
• Strong quantitative and analytical skills with economic and social data. This includes data collection, analysis monitoring, database construction and management.

• Advanced command and proficient knowledge of MS Office and related applications (Word, Excel, Access, PowerPoint, etc.,) Knowledge of a statistical software package and their application to data analysis, management, tracking, forecasting and monitoring is desirable.

• Excellent communication, writing and presentation skills, good inter-personal skills and ability to work in a multi-cultural environment and with developing countries.

• Ability to work with effectively in a team setting and under pressure.

• Excellent organization skills and high sense of responsibility, efficiency, reliable and result.

• Strong familiarity with political and technical governmental decision-making processes, including the budget process, protocol, appropriations, and communications.

Languages:
Fluency in written and spoken English required and in French an asset.
