Procurement Officer - ILO

IDLO seeks a Procurement Officer to support the program office in Kabul, Afghanistan. She/He will be based full-time at IDLO’s Headquarters in Rome and will report to IDLO’s International Project Officer, also based in Rome. Close collaboration with the Chief of Party and the Administration & Finance Unit in Kabul and regular travel to Afghanistan will be required.
The Procurement Officer will be responsible for the acquisition of goods and services to support the Afghanistan Field Office under the framework of a 24-month, U.S. funded program.

Main duties and responsibilities include:

- Develop annual procurement plans for the procurement of goods and where necessary, procurement of consulting services;
- Prepare solicitation for bids and internal purchase requisitions, including detailed technical and design specifications;
- Request information and pre-qualification requirements, including obtaining evidence on the legal status, financial standing and competence of potential suppliers;
- Create purchase orders and obtain the appropriate approval based on contractual value;
- Evaluate bids, draft written recommendations and maintain written findings and statistical records, making awards;
- Liaise with the General Counsel’s Office in Rome for legal assistance, as well as for all contracts which deviate from standard procurement clauses and from IDLO’s general terms and conditions;
- Liaise with the Administration & Finance Unit in Kabul as well as with the Finance Unit in Rome vis-à-vis contractual financial obligations and the availability of budgetary allocations;
- Conduct preliminary assessments;
- Monitor all contracts;
- Available to conduct missions to the field office when needed; and
- Act as officer in charge in the absence of the International Project Officer.

She/He will possess a degree in a relevant discipline (e.g., Procurement, Finance, Administration or Business) preferably at an advanced level, and have a minimum of 5 years of significant relevant professional experience.

Familiarity with procurement procedures of international organizations is an asset, and knowledge of U.S. State Department rules and regulations is desirable. Good knowledge of project/program management skills and of related tools and techniques is a plus.

A professional background in supporting the implementation of projects in field situations, especially in post-conflict regions, is a significant advantage. The ideal candidate must have excellent communication skills, group facilitations skills and negotiation skills.

Fluency in spoken and written English is required. Knowledge of Dari/Pashtu is a significant advantage.
