Non Key Environmental mainstreaming and climate change adaptation

Vakakis International is a leading international consultancy firm specialising in the provision of technical assistance and consultancy in the field of Rural Development and Agriculture.

We are currently seeking one Non-key environmental mainstreaming and climate change adaptation Expert for approximately six (6) months for a rural development programme in Namibia. The requirements for the candidate are as follows:
Non Key Environmental mainstreaming and climate change adaptation expert (6 mths)
• At least a Master’s Degree or post-graduate Degree in a relevant field, e.g. environmental science, environmental management, economics, development studies.
• At least ten years relevant work experience in developing countries, at least three of which have been in Africa.
• Experience in the development of environmental mainstreaming strategies focussing on rural economic activities, with particular reference to climate change adaptation strategies and mechanisms.
• Experience in working with government institutions, non-state actors and parastatals in the development and implementation of environmental mainstreaming programmes.
• Previous experience as an expert on an EU/EDF funded project.

We are currently seeking one Non-key institutional capacity and decentralisation Expert for approximately six (6) months for a rural development programme in Namibia. The requirements for the candidate are as follows:
Non Key Institutional capacity and decentralisation Expert (6mths)
• At least a Master’s Degree or post-graduate Degree in a relevant field.
• At least ten years relevant work experience in developing countries, at least three of which have been in Africa.
• Proven ability and experience in institutional capacity development and assessment, both at central and decentralised levels of public and private sectors.
• Experience in capacity development processes and proven ability of institutional capacity planning in complex sector settings.
• Experience in advising public bodies regarding institutional decentralisation and the streamlining of institutions assuming functions related to rural development at decentralised levels.
• Previous experience as an expert on an EU/EDF funded project.

We are currently seeking one Non-key Public Finance Management (PFM) and Fiscal Decentralisation Expert for approximately nine(9) months for a rural development programme in Namibia. The requirements for the candidate are as follows:
Non-key Public Finance Management (PFM) and Fiscal Decentralisation Expert (9mths)
• At least a Master’s Degree or post-graduate Degree in a relevant field, (e.g. finance, public finance management or economics).
• At least ten years relevant work experience, at least five of which have been in Africa.
• In-depth knowledge of fiscal decentralisation.
• In-depth knowledge of public finance management issues, including a good knowledge of the PEFA framework and of PFM Performance Measurement.
• Proven experience in the review of opportunities for decentralised fiscal management with due consideration for regulatory fiscal environments and SWAp contexts.
• Proven experience in the development of decentralised fiscal management systems compliant and compatible with fiscal regulatory systems.
• Previous experience as an expert on an EU/EDF funded project.

We are currently seeking one Non-key Performance Monitoring Expert for approximately six (6) months for a rural development programme in Namibia. The requirements for the candidate are as follows:
Non Key Performance Monitoring Expert (6mths)
•At least a Master’s Degree or post-graduate Degree in a relevant field.
•At least ten years relevant work experience in developing countries, at least three of which have been in Africa.
•Expertise in the development of performance monitoring systems and a sound knowledge of monitoring / evaluation methodologies and techniques.
•Proven ability to link performance management systems to public finance management disbursement criteria and systems.
•Proven experience in developing monitoring plans and systems, and monitoring of rural development projects and programmes.
•Previous experience as an expert on an EU/EDF funded project.
