Background

Community Led Total Sanitation (CLTS) has had remarkable success since being introduced in 2008. Many villages triggered through CLTS have now become Open Defecation Free (ODF) with many new latrines built by households that used to use the bush. However, there is a concern that these gains may not be sustained as some latrines fall into disrepair or collapse during the rainy season due to their temporal nature.

In order to maintain the momentum in household sanitation there is need to provide sanitation technology options to encourage communities to move up the “Sanitation Ladder” depending on what they can afford. Sanitation marketing looks to support the development of the private sector (both small village based private service providers and bigger, “beyond-the-village” private service providers) in providing sanitation services and create an enabling environment so the right latrines options are available in the right places and marketed at the right price.

UNICEF is therefore, seeking the services of a consultant who will be under the WASH section, to carry out a study/ research into Sanitation Marketing. This study is designed to investigate the potential for sanitation marketing in rural area.

Expected skills and qualifications:

The consultant is expected to have the following major qualifications and competencies:-

1. Education

- A master’s degree(s) in social sciences/ environmental science, or related field

3.2. Work Experience:

- At least 5 years experience in international development, including Water and Sanitation sector;
- Experience in private sector development;
- Experience in research on sanitation marketing.
- Outstanding listening as well as verbal and written communications skills and the ability to express complex strategies in simple and actionable terms;
- Excellent communication skills and leadership skills, with experience of delivering high quality reports.

2. Specific duties and responsibilities include:-

The consultant will investigate and work on the following issues in close collaboration with districts and relevant Ministries:

1. The technological and social factors that impact appropriate sanitation designs.
2. The environmental, socio-economic and cultural characteristics that influence householders to purchase improved sanitation.
3. The motivators, barriers and influencers of suppliers to construct and market improved sanitation.
4. The impact of a sanitation marketing intervention on the coverage of improved sanitation.
5. Together with the relevant parties the consultant will prepare a work plan for this investigation. After analysing the findings the consultant will design an intervention in consultation with relevant parties.
6. Review all existing information on sanitation marketing available both from Malawi and internationally.
7. Use tried and trusted research tools and methodology for the investigation and subsequent intervention design.
8. Discuss investigation with key stakeholders currently or previously involved in sanitation marketing research.
