General Functions:

Under the overall supervision of the Regional Medical Officer for Africa and the Middle East and the direct supervision of the Regional Laboratory Specialist for Africa and the Middle East, the successful candidate will be responsible for the laboratory aspects of the migration health assessments of migrant populations in Kenya on behalf of various resettlement states. These laboratory services are used with respect to migration health assessments of the IOM Migration
Health Department (MHD).

He/ she will have the following duties and responsibilities with respect to migration health diagnostic and treatment programmes, specifically regarding the laboratory diagnostic procedures of infectious diseases such as tuberculosis Human immunodeficiency virus (HIV) and syphilis.

In particular, he/ she will:

1. Be responsible for the management of IOM laboratories in Kenya and accountable for the laboratory results and interpretation provided by IOM and laboratories in Kenya. Implement quality control protocols for the products and results of partner laboratories in Kenya.

2. Ensure that quality control standards of laboratory services are in accordance with the resettlement government requirements and internationally acceptable standards.

3. Adapt procedures for prevailing local conditions, levels of expertise and available technology.

4. Provide in-house training for the migration health assessment laboratory staff, specifically in Mycobacteria laboratory diagnostics.

5. Arrange suitable and credible outsourced training for the IOM laboratory technicians in Kenya.

6. Evaluate new test methods and procedures for suitability in the migrant health
assessment settings, as guided by the Regional Laboratory Specialist and the Global IOM Laboratory Manager.

7. Establish and direct the patient workflow in IOM Nairobi Laboratory, to ensure that laboratory services are provided in a timely manner.

8. Assist in the establishment of Mycobacteria testing laboratory with or without drug susceptibility testing capacity in locations of importance to IOM's programmes, as directed by the Regional Medical Officer.

9. Provide interpretation of laboratory results for migration health diagnostics.

10. Ensure adequate, appropriate staffing and staffing levels for the IOM laboratories in Kenya.

11. Guide the supervisors on technical aspects of the laboratory asset management; namely, ensure that delivery, installation and operation of all laboratory equipment related to migration health assessment is done on high standard level.

12. Follow up and ensure the procurement, delivery of consumables and storage required by laboratories contracted/ managed by IOM in Kenya.

13. Assist and participate in MHD efforts by providing analysis for research articles to be published in peer review journals. Assist in the storage and retrieval of documents and scientific articles.

14. Prepare quality control and assurance reports on the performance of IOM laboratories in Kenya, as may be requested.

15. Establish, update and maintain laboratory databases, and upon request, or on established intervals, provide analysis to migration health officers internally.

16. Undertake duty travel to laboratory sites as requested by the supervisor.

17. Perform such other duties as may be assigned.

Desirable Qualifications:

Education and experience

a) Completed university degree from accredited academic institution preferably in
Microbiology and/ or Medical Technology, or an equivalent combination of training and experience; b) three years professional management experience in a laboratory in an international setting; c) experience in the interpretation of laboratory results; d) previous work experiences in tuberculosis bacteriology and HIV, syphilis and malaria testing required.

Language

Thorough knowledge of English. Knowledge of Kishiwahili an advantage.
