Corrections Policy Officer, P-4 - United Nations

This temporary vacancy is open to current staff members of the SECRETARIAT in NEW YORK. In the event no suitable staff members are identified, qualified external candidates may be considered. It should be noted, however, that external candidates are generally not entitled to be appointed at the advertised level of this temporary vacancy and will therefore be graded in accordance with the current recruitment guidelines. In most instances, this means that the grade will be at a lower level than that of the advertised level of the post.

Corrections Officer, P-4, DPKO/OROLSI/CLJAS

Reporting to the Chief of the Criminal Law and Judicial Advisory Service in the Office of Rule of Law and Security Institutions (OROLSI), Department of Peacekeeping Operations (DPKO) or his/her designate, the incumbent will:

- provide advice and support to the Office of Rule of Law and Security Institutions and to DPKO on corrections/prisons issues in peace operations;

- formulate strategies and policies for corrections activities in field missions as part of a comprehensive rule of law approach;

- plan corrections aspects of peace operations and provide technical and operational guidance to field personnel;

- monitor and analyse corrections issues in peace operations, identifies problems and proposes solutions;

- oversee the preparation and dissemination of policies, lessons learned studies and other guidance materials, including for pre-deployment and induction purposes;

- assist Member States in developing a capacity to contribute corrections officers to peace operations; and

- perform other tasks as requested.


COMPETENCIES

Professionalism: Ability to plan, support and provide advice on corrections/prisons reform activities. Knowledge of applicable international standards in the corrections/prisons area. Excellent conceptual, analytical and evaluative skills. Ability to conduct independent research and analysis, identify issues, develop lessons learned, identify best practices, formulate options and make recommendations. Ability to incorporate gender perspectives into substantive work.

Planning/organizing: Ability to establish priorities, plan, coordinate and monitor own work.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Communication: Speaks and writes clearly and effectively, including the ability to prepare succinct reports and guidelines and to articulate ideas in a clear and concise manner; exceptional drafting ability, including the capacity to produce work of a publishable quality; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify; demonstrates the ability to communicate effectively with counterparts from distinct cultural and/or educational backgrounds.

QUALIFICATIONS

Education: Advanced university degree (Master’s degree or equivalent) in law or social sciences with specialization in justice administration or related field. A first-level university degree in combination with other relevant academic qualifications and experience in corrections/prisons systems may be accepted in lieu of the advanced university degree.

Experience: A minimum of seven years of professional experience in a corrections/prisons system is required, including experience at the senior policy and planning levels. United Nations field experience, especially in a peacekeeping operation, is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in French is desirable.
