Judicial Officer, P-4 - UNITED NATIONS

This temporary vacancy is open to current staff members of the SECRETARIAT in NEW YORK. In the event no suitable staff members are identified, qualified external candidates may be considered. It should be noted, however, that external candidates are generally not entitled to be appointed at the advertised level of this temporary vacancy and will therefore be graded in accordance with the current recruitment guidelines. In most instances, this means that the grade will be at a lower level than that of the advertised level of the post.

Judicial Officer, P-4, DPKO/OROLSI/CLJAS

Reporting to the Chief of the Criminal Law and Judicial Advisory Service in the Office of Rule of Law and Security Institutions (OROLSI), Department of Peacekeeping Operations (DPKO) or his/her designate, the incumbent will:

· provide advice and support to OROLSI and to DPKO on judicial and legal systems issues;

· formulate strategies and policies for justice sector activities in field missions as part of a comprehensive rule of law approach;

· provide technical and operational support to field personnel, including through visits to field missions;

· monitor and analyse justice issues in peace operations, identify problems and propose solutions;

· plan justice-related aspects of new peace operations;

· contribute to the development and dissemination of policies, lessons learned studies and other guidance materials as well as the development and delivery of training programmes; and

· perform other tasks as requested.

QUALIFICATIONS:

Education: Advanced university degree (master's degree or equivalent) in law (JD, LLB or equivalent). A first-level university degree in combination with other relevant academic qualifications and/or experience as a practicing lawyer, prosecutor, judge, legal academic, legal consultant or advisor in rule of law may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of seven years of professional experience as a practicing lawyer, prosecutor, judge, legal academic, legal consultant or advisor in rule of law is required. Significant experience providing technical assistance for strengthening legal and judicial systems in a transitional, developmental or post-conflict setting outside the applicant’s country of nationality is also required. Experience developing lessons learned and/or guidance materials in the area of judicial and legal system reform is desirable. United Nations field experience, especially in a peacekeeping operation, is desirable.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French are required.
