Deputy Chief of Party - SENEGAL

The Deputy Chief of Party is responsible for overall leadership and management of the technical services delivered under the program. S/He is responsible for providing senior-level technical planning, programming and coordination while ensuring approaches are technically sound and appropriate. S/he will supervise and monitor program implementation and work with technical leads and the COP/CR in the development all work plans and budgets according to USAID requirements. The Deputy Chief of Party provides strategic guidance, vision and leadership to the technical aspects of the program and works closely with the Chief of Party on all reports, documentation and deliverables required by USAID. The Deputy Chief of Party travels within Senegal to program sites with IntraHealth and MOH staff and participates in conferences and/or meetings, as needed. S/he ensures that program results and lessons learned are widely disseminated in Senegal, to USAID/Washington, with stakeholders and partners at national and international forums.

The Deputy Chief of Party will report to the Chief of Party/Country Representative.

ESSENTIAL FUNCTIONS
• Participate in the development of annual workplan, monitoring and evaluation plans, and budget.
• Ensure that data required for demonstrating program impact and lessons learned are collected, analyzed and integrated into program monitoring and evaluation systems.
• Monitor program activities, and progress related to impact and sustainability of innovative interventions.
• Oversee the collection of information and the documentation of progress towards results for all project activities, following the guidance provided by the donor, the MOH and the Monitoring and Evaluation Unit in Chapel Hill.
• Identify short-term technical assistance needs; develop scopes of work, and arrange for contracting and fielding of qualified international and local consultants.
• Ensure adherence to technical quality and fulfillment of programmatic activities within the work plan and budget.
• Support the process of developing and presenting quarterly and annual project progress reports to the donor.
• Contribute to activities and work teams as assigned.

EDUCATION / EXPERIENCE REQUIREMENTS
• Advance degree and/or five years relevant experience and applied skills in designing and implementing maternal health programs.
• A minimum of five years relevant experience working in an NGO environment with a focus on development, preferably in the field of health.
• Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches.
• Strong written and organizational skills for reporting on program and study results.
• Self-starter with competence to assess priorities; manage a variety of complex activities in a time-sensitive/emergency environment, and meet competing deadlines.
• Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients, and consultants.
• Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
• Ability to work as an effective team member in a complex and fast paced environment.
• Excellent verbal and written French and English language skills.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS
• Willingness to accept additional responsibilities and work overtime as required.
• Willingness to travel throughout Senegal to work with partners and key stakeholders, and potentially internationally, as required.
