PSI seeks a Deputy Director, Services in its Sexual & Reproductive Health & TB (SRHT) Department to be based in Nairobi, Kenya. The Deputy Director will work closely with PSI’s Global Medical Director and Services team to develop, roll out, manage and strengthen organization-wide services quality assurance and quality improvement standards, tools, trainings, audits, and monitoring. S/he will be a driver of services integration and services innovation at PSI, identifying suitable and proven surgical, medical and diagnostic procedures, treatments and devices for piloting, proving and scaling up via PSI’s clinical service delivery channels that include both social franchises and non-branded networks.

The Deputy Director will work 50% on PSI’s Women’s Health Project with a focus on long acting contraceptive methods (specifically IUDs), and increasing access to safe abortion services. In this role, s/he will provide or organize technical assistance to countries for training of trainers on IUD insertions (including post-partum IUD insertions), abortion, post-abortion care and medication abortion and in quality monitoring and assessment. The Deputy Director will also assist with increasing PSI’s representation at international, regional and national reproductive health and abortion conferences.

This position reports directly to the Director, SRHT with indirect reporting to the Global Medical Director. S/he will assist the Global Medical Director to supervise a multi-disciplinary, multi-site team of clinical and public health specialists to execute PSI’s quality assurance and quality improvement plan. This team will include direct reports and indirect (matrix management) reports, as well as consultants hired by PSI from time to time. The Deputy Director, Services will directly supervise the Senior Technical Advisor, Services in the SRHT Department and will provide HIV & TB technical mentoring to the Technical Advisor, Services and Associate Technical Advisor, Services. The Deputy Director will also work closely with the Global Medical Director to represent PSI’s quality assurance and quality improvement efforts externally. The Deputy Director, Services will be responsive to donor and centrally managed Project Director requests and will require approximately 30-35% travel.

RESPONSIBILITIES:

·Support the Director, SRHT & Global Medical Director in implementation of departmental strategic plan priorities related to quality assurance & quality improvement

·Manage the development/updating of PSI-wide services standards, protocols and guidelines, job aids and other tools

·Manage the development/updating of standards, protocols and guidelines, job aids and other tools for the following services:

oLong Acting Reversible Contraception (LARC e.g, IUD insertion), permanent contraception (e.g. Tubal Sterilization and/or Vasectomy) and surgical and medication abortion

oHIV: HIV counseling & testing, adult and neonatal male circumcision, antiretroviral drug treatment, post-test support, dual protection, post-exposure prophylaxis

oTB service delivery: HIV/TB integration, TB screening and diagnosis, DOTS

·Assist the Global Medical Director to manage, through appropriate leadership and delegation, the implementation and maintenance of PSI’s adverse events reporting system

·Manage the development and implementation of a PSI-wide quality assurance audit scheduling, tracking and follow up system, including the development of audit checklists and a scoring system

·Manage the development and maintenance of regional services quality networks and resources. Build QA/QI training, management, audit and supervisory capacity among clinical staff at the regional and country platform level; develop and deliver trainings at headquarters and in the field

·Develop and manage trainings, in-services, and other learning opportunities for platform staff

·Manage the documentation and dissemination of quality-related best practices and minimum standards as well as lessons learned within PSI and externally by supervising a team that will:

oDevelop toolkits, training materials, and templates

oPresent at international conferences and meetings and at regional and organizational-levels as requested

·Work with the New Business Development and International Organizations departments and with the SRHT team and platforms to provide technical inputs for fundraising efforts in services expansion, with an emphasis on social franchising

·Develop partnerships with external institutions working on relevant and related services quality issues to exchange best practices

·Work with the SRHT Research Advisors to improve measurement of key metrics for services

·Assist with donor management and fundraising, including assisting with developing/submitting project proposals

QUALIFICATIONS:

  • Clinical degree (MD preferred or advanced practice degree such as Nurse Midwife or Nurse Practitioner) with current, valid license to practice and PhD or Master’s in public health, epidemiology, or a related field
  • 10+ years professional experience in the design, implementation, and management of services QA/QI, at least 5 years of which should be in developing countries
  • Management of multi-disciplinary, multi-site technical teams and capacity building of in-country services staff
  • Clinical proficiency, program experience and training experience in the following areas: IUD and implant insertion & removal; surgical and medication abortion; medical male circumcision, HIV counseling & testing; TB diagnosis & treatment; permanent contraception (tubal sterilization and/or vasectomy
  • Experience designing, leading and managing trainings on clinical service delivery and QA/QI
  • Donor management and fundraising track record, e.g. with USAID, GFATM, DfID
  • Ability to travel up to 30-35% of the time internationally
  • Excellent written, verbal and inter-personal communication skills, including delegation and team management,

Preference will be given to candidates with knowledge of public health issues and social marketing, and be fluent in English and French.
