SCOPE OF WORK:
The Director of the Emergency Preparedness & Response Unit (EPRU) is a senior staff member within the International Programs Department (IPD) at the International Rescue Committee (IRC). The position is responsible for leading state of the art emergency preparedness and response to disasters world-wide. IRC is looking for a candidate with solid leadership experience in emergencies who will bring bold, innovative approaches and establish processes for improving our ability to serve disaster-affected people. The position reports to the Vice President of the IPD. A team approach toward emergency preparedness and response is an agency-wide priority. Key relationships include VP for Program Quality, Deputy VP for IPD, regional directors, technical unit directors and New Country Program Director.

RESPONSIBILITIES:
Leadership:
• Develop and implement a robust, comprehensive strategy and clear procedures to ensure IRC’s emergency preparedness and response efforts are state of the art and capable of responding to multiple simultaneous emergencies.
• Lead and manage IRC’s emergency response efforts – including deployment of the Emergency Response Team - in coordination with regional, technical and operations directors.
• Track emergency response innovations and trends and integrate into IRC’s work as appropriate.
• Ensure rigorous real time evaluations, after action reviews and external evaluations for each response and incorporate important findings into practice.
• Ensure standard operating procedures are in place and practiced.
• Strengthen IRC’s emergency preparedness at the global and country program level, including emergency deployment roster.
• Participate in IRC’s Strategic Development Council (international programs senior staff forum).

Representation, Advocacy and Public Information
• Represent IRC at key emergency forums/initiatives including the InterAgency Working Group on Emergency Capacity (IWG), the Emergency Directors meetings hosted by OCHA, cluster initiatives, Sphere etc.
• Build relationships with key emergency response donors: OFDA, PRM, UNHCR, ECHO, Gates Foundation, etc.
• Build effective partnerships with the private sector to strengthen IRC’s emergency response efforts.
• Collaborate with IRC’s external relations staff to raise the profile of IRC’s emergency response efforts.
• Colloborate with IRC’s London and Washington DC offices to develop advocacy positions to influence key stakeholders.

Promote and contribute to evidence-based programming:
• Contribute to the global body of knowledge and promote evidence-based programming by initiating and supporting rigorous field reserach, partnering with academic with academic institutions, and disseminating and incorporating findings.

REQUIREMENTS:
- Minimum 10 years total experience leading emergency response interventions, including experience in a variety of regions and contexts (conflict/natural disaster; rapid onset/slow onset/chronic; direct implementation/partnerships). Senior HQ experience preferred.
- Graduate level degree in relevant field (management, public administration, health care, etc.) preferred.
- Demonstrated leadership, management, organizational skills, including systems and policy development.
- Strong communication skills.
- Ability to travel 25% of the time.
- French language skills preferred.
