East Africa Transport Corridors HIV Prevalence Assmt - Team Leaders

GH Tech is recruiting for consultants to assess the HIV disease burden in major truck stop centers and cross border towns in the East Africa region. The study will provide a regional perspective on HIV prevalence, estimates of the size of transient, vulnerable and most at risk populations as well as available health services available to these populations to assist decision makers to develop programs that better serve these communities.

The activities will include:

1. Together with local SI Advisor(s), identify local partners and personnel support needed to implement rapid assessment.
2. Write an operational plan for training and data collection (A complete study protocol)
3. Together with the local SI Advisor(s) and the local Study Coordinator(s) in each country, develop training package, provide training and leadership to rapid assessment team.
4. Together with Study Coordinator(s), manage data collection.
5. Together with Study Coordinator(s), oversee data management: transcription and translation of interviews
6. Conduct data analysis
7. Coordinate and draft final report of rapid assessment results that will include key recommendations for programming and future surveillance activities and strategies.

Qualifications:

The assessment will require a primary team leader in addition to three deputy team leaders, each of whom will lead one of the three research teams in the field. The primary team leader and deputy team leaders, apart from being the lead technical experts, should have excellent oral and written communication skills. These consultants will be responsible for the overall planning, design and implementation of activities described in this Scope of Work and be responsible for the coordination among team members. They will be responsible for report writing and the organization of the debriefing presentations, if necessary. The primary team leader will have the overall responsibility for management of the team and finalization of the delivery to USAID/EA.

The primary and deputy team leaders will have at least the equivalent of a Masters degree in Public Health, preferably a Ph.D. in Epidemiology, and have minimum 5 years’ experience in Surveillance protocol development and implementation. Consultants should possess skills in both qualitative and quantitative methodology. Experience working in sub-Saharan Africa is also preferred. Consultants should be skilled at summarizing data and preparing written reports of findings.
