Job Purpose:
To coordinate all aspects of infrastructure provision for Concern Sierra Leone, including contract management and administration of school constructions, road rehabilitation works, water and sanitation infrastructure provision and all other construction related activities in close coordination with Programme Coordinators

Main duties & Responsibilities:

Contract Tendering:
• Prepare all documentation (tendering and contract) related to procurement of works and services contracts.
• Facilitate, administer and manage the process of contract tendering, recommendations and awarding contracts in coordination with Programme Coordinators and Assistant Country Directors.
• Keeping electronic and hard copies of all documents pertaining project.

Contract Management:
• Implement and manage construction activities in close coordination with Programme Coordinators.
• Conduct regular site visits and provide technical instructions and guidance to Construction Supervisors in various projects i.e. schools construction, clinics and health post construction, road rehabilitation works and water and sanitation construction activities.
• Conduct measurements and prepare payments for accomplishments on contracted works as per the conditions of contract entered into between the contractor and Concern and recommend to concerned Programme Coordinator for payment.
• Analyze and prepare detailed weekly, monthly and quarterly progress reports to contain physical and financial recordings of accomplishments and share these reports with programme coordinators and Assistant Country Director- Programmes.
• Chair and provide technical recommendations on problems encountered at the construction sites.
• Oversee all services and procurement of works contract entered into by Concern with Local Contractors/Suppliers

Construction Management and Monitoring:
• Monitor, administer and manage all aspects of construction activities supported by Concern in close coordination with programme coordinators.
• Review and analyze documentation of communications, reports (financial and logistical) in relation to the various aspects of the construction activities, i.e. procurements, delivery, distribution of school furniture, teaching materials and other education resources etc. under the project.
• Document and record all site meetings and prepare reports and share with programme coordinators and Assistant Country Director- Programmes.

Logistical Function:
• Management/collection/distribution of all logistical request: textbooks, school furniture, etc. within the various programmes (Education, Livelihoods and Health) with particular attention to Community Led Construction activities
• Review of submitted reports and supporting documentation.

Reporting and Administration:
• Participate in programme coordination meetings and provide regular brief on construction activities to bring programme team up to date on activities implemented, accomplishments, received and sent communiqués, problems encountered and solutions executed, etc.
• Participate in meetings with partner organizations.
• Preparation of Monthly Progress Reports on physical and financial components of the various construction projects and share the report with programme coordinators and Assistant Country Director- Programmes.

Others:
• Provide technical advice and support to all programme teams in planning and budgeting of construction activities.
• Build capacity of community groups, partners and Concern staff on technical monitoring of construction activities.
• Mentor and build capacity of the Construction Engineer (National Position), WATSAN Engineer (National Position) and Contract Administrator (National Position) so that they can perform required tasks effectively.
• Manage and support engineer interns.
• Provide technical input into all aspects of community mobilisation work related to construction, the management of infrastructure and the promotion of hygiene and sanitation.
• Any other tasks assigned by Assistant Country Director- Programmes.
• Assist in the recruitment and training of national staff construction team in management techniques and provide technical guidance and ideas on construction issues; includes overseeing the training and technical guidance of target communities in construction of water and sanitation facilities. Take the lead on the Watsan Infrastructure components of the Health Program.
• Contribute to the HAP and P4 roll out process as appropriate
Person specification:
1. Education & Qualifications Required:
• Degree in Civil Engineering with WATSAN experience
• Training/post graduate qualification in contract management and use of participatory methods – assessment/ management & monitoring etc

2. Experience Required:
• At least 10 to 15 yrs of professional experience in the field of engineering, construction including WATSAN and logistics and supply work.
• Contract management experience with managing large scale infrastructure projects.
• Experience with hardware components associated with WatSan construction work: organising community groups; capacity building & training on both technical and institution building aspects
• Experience in training and capacity building of local contractors, technicians, government technical staff, and ability to speak local languages

• Patience and understanding at working with local community groups;
• Good interpersonal skills;
