Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Finance & Operations Director within its Enterprise & Agriculture Group. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE: Finance & Operations Director

LOCATION: Ethiopia

UNIT: Enterprise & Agriculture

REPORTS TO: Chief of Party

PROGRAM SUMMARY:

Winrock is seeking candidates for a Finance & Operations Director for an upcoming USAID-funded livestock development program. The program will foster growth and competitiveness of selected livestock value chains to the benefit of smallholders; address the needs of the chronically vulnerable through livestock related nutrition-based interventions; and ensure appropriate policies and continuous learning are established.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

· Manage all financial reporting, accounting, and donor compliance issues related to finance and subagreements.

· Supervise grant manager and oversee all grant activities, ensuring compliance with USAID and Winrock regulations and policies.

· Manage operations of program (suboffices, procurement, administrative and human resource policies and management, etc)

· Monitors budgets vs. expenditures of main program budget and subagreement budgets.

· Supervises Office Manager(s), Accountant(s), and liaises with subagreement financial officers.

· Coordinates closely with Chief of Party, Deputy Chief of Party, and home office staff on subagreement management.

· Manages cash flow, including possible program income from public/private partnerships.

· Reviews all draft subagreements for donor, Winrock, and GOS compliance.

· Manages use and care of major program assets (valued at $10,000 or more).

· Supervise the maintenance of auditable finance, administrative and procurement files.

QUALIFICATIONS AND BACKGROUND:

Education: Masters of Business Administration or Certified Public Accountant certificate required. Demonstrated focus or supplemental training in grants management preferred.

Work Experience: Minimum ten years experience working in finance or grants management for donor-funded development programs required. Minimum five years on USAID-funded programs required. Demonstrated technical expertise in grants management required.

Skills: Strong skills in financial management, grant management, and subagreement management required. Knowledge of USAID rules and regulations required.
