Job Title: General Systems Manager
Reports to: Assistant Country Director (Programmes)
Job Location: South Sudan, Nyamlel, Aweil West County with frequent travel to Juba and other locations.

Contract Details: 1 year, Unaccompanied, Grade B

Job Purpose:

To lead and manage the logistics, procurement, IT, and administration management functions and advice on security in Concern’s programme areas in Aweil, South Sudan. (It also involves day to day management of HR and finance assistants in Nyamlel, Aweil.)

Capacity building of local Sudanese staff is an integral part of all international staff posts in South Sudan.

Main duties & Responsibilities:

Logistics
• Overall responsibility for the management, coordination and development of Concern South Sudan’s logistics function and staff in Awiel including, procurement and transport.
• Provide technical support and advice to logistics staff and managers in other locations.
• Strengthening of logistics and procurement structure with a view to ensuring that the programme is self reliant in these areas by end of 2010.
• Ensure that procedures for procurement and purchasing of goods and services are in line with Concern policies, are implemented throughout the programme and meet the standards of transparency and accountability.
• With programme management, ensure timely procurements of good and services and the safe and cost effective transportation of goods to Awiel.
• Responsible for the management and storage of goods and assisting programme managers in their effective distribution in line with programme plans; ensures ACD-P and other senior management are kept fully informed thus helping to ensure that relevant managers are held accountable for goods not used.
• Establish and maintain systems for managing warehouses / stores.
• Oversee the management and maintenance of the Aweil office and residential accommodation spaces.
• Update, review and provide training to relevant staff on the Concern south Sudan Logistics Manual.
• Ensure that standard transport procedures are in place and that all relevant staff are trained, familiar with and adhere to all relevant transport and related security procedures.
• Manage the purchase of fuel and vehicle spare parts.
• Managing in country insurance contracts and ensuring that all transport users are familiar with the provisions of these insurance policies.

IT
• Manage the IT function, ensuring that the communication needs of the staff are met and that relevant operating protocols are adhered to (the post holder will have an IT Officer reporting to them - the post holder is not expected to be an IT expert).
• Ensure that all HF, VHF and other communications equipment is operational, used in line with communications policy and that requisite training is provided to staff on usage protocols.
• Ensure the training of all relevant programme staff in the proper use and maintenance of communications and IT equipment.
• Ensure that IT equipment and software remain in step with the latest developments in technology and Concern’s changing guidelines.

Office Management, Finance and Administration
• Ensure the smooth running of offices and the houses, that maintenance and required are done in a timely manner and that compound services such as food, accommodation, electricity, water, etc are provided.
• Manage the Finance officer and the day-to-day Aweil finance function.
• Ensure the effective management and support of guards, cooks, cleaners, gardener/compound worker, etc to ensure that the equipments, supplies and materials in the compound are properly managed and utilized.
• Assist senior management in any review of compound facilities, etc. and take leading role in implementing any changes decided upon.

Security
• Advice on security management and manage as agreed with the area and country management team’s.
• Ensure that all staff are familiar with the provisions of the SMP and SOPs and that adherence to them is monitored.
• Ensure the safety and security of programme offices and houses.
• Ensure that staff are trained and familiar with the use of communications for programme & security purposes.
• Maintain close contact with UNDSS and other relevant agencies for the provision of security information, and ensure such information is regularly communicated to relevant staff.
• Advice on evacuation measures as may be necessary.
• Lead as directed on the development in Aweil of local security management networks between Concern and other agencies to ensure collective responsibility for information sharing, planning and action.

Person specification:

Essential:
• Degree in logistics, management, business administration or an associated profession.
• Three years experience of broad based logistics preferably in an emergency setting and including managing supply chain logistics and transport.
• Two years experience of security management in an insecure environment.
• Two years experience in a management position.
• Good analytical, monitoring and evaluation skills and the ability to write reports in English.
• Experience of mentoring, training and capacity building.
• Good organisational, negotiation, interpersonal and communications skills with ability to build and lead teams.
• Three years overseas experience and the proven ability to work in difficult and stressful environments and under pressure; able to work with minimal supervision.
• Flexible, reliable, culturally sensitive and with the ability to take initiative and work with minimal supervision.
• Good computer skills.

Desirable:
• Previous Concern experience.
• Experience of working in conflict or post conflict situations.
• IT, Communications equipment experience.
• Mechanical knowledge of solar power systems.
• Financial management skills.
