The United Nations High Commissioner for Refugees (UNHCR) is seeking to fill the following vacancy in its office in The Hague (Netherlands)

HEAD OF NATIONAL OFFICE (NOC)

The main tasks of this position include:

  • Provide updates and analyse key political developments in the Netherlands and formulate in close consultation with RR Brussels positions regarding policies related to asylum seekers, refugees and stateless persons;
  • Prepare reports for RR Brussels including monthly activity reports, as well as inputs into the planning process.
  • Advise RR Brussels on the handling of enquiries from individual cases, courts, lawyers, NGO's on country of origin information, persecution of particular groups, UNHCR positions and international refugee law generally, Dutch asylum law, family reunification cases and resettlement;
  • Keep RR Brussels up-to-date on legislative and policy developments affecting refugees and asylum seekers, and advise on interventions by UNHCR;
  • Analyse trends in jurisprudence on refugee status determination, important protection concerns, such as detention, and social and economic rights of asylum seekers and refugees;
  • Report on developments of asylum practice and help develop solutions and proposals in meetings with the authorities;
  • Monitor the transposition of EU Directives in domestic law and liaise with Dutch officials involved in the EU harmonisation process;
  • Assist in the preparation of training courses, seminars, conferences and other meetings relating to UNHCR's objectives/activities in the Netherlands and participate in these;
  • Prepare replies to enquiries from other UNHCR offices;
  • Provide the necessary support as a focal point for any study undertaken in the Netherlands by RR Brussels or the RBE;
  • Represent the office and develop in consultation with RR Brussels UNHCR positions on a range of issues;
  • Oversee external relations insofar as they are part of the activities of the office in the Hague;
  • Primarily responsible for contacts with the media as regards protection issues in the Netherlands;
  • Manage staff, consultants and interns ensuring an adequate working environment;
  • Undertake the necessary preparation for high-level meetings between the Dutch Government and UNHCR and meet with Parliamentarians, NGOs and government officials;
  • Undertake other tasks as assigned.
Functie-eisen

The successful candidate will be a qualified lawyer with a good knowledge of international refugee law and a minimum of five years previous work experience and 2 years of relevant experience to the function in the refugee or human rights field. S/he will be completely fluent in Dutch and English, with fluency in French and/or other languages helpful.
The Head of National Office will serve under the overall supervision of the UNHCR Regional Representation for Western Europe in Brussels, but must have the ability to work independently.
